Employment Leave: Foundation For Family Policy, Mary Jane Gibson
Employment Leave: Foundation For Family Policy, Mary Jane Gibson
New England Journal of Public Policy
Women and men in the workforce face difficult dilemmas during family crises. Can one be a responsible family member and a responsible employee when an elderly parent is ill, a spouse is disabled, a baby is born or adopted, a child is sick? Employment leave with insurance for wage replacement is a cornerstone of family policy proposed in a workable format in H. 2191 now before the Massachusetts legislature. It can be a model for other states and, someday, the nation.

"The Victory Day holiday, or 'V-J Day' as it's still called, was recently enjoyed as a long weekend in Rhode Island. It is the only state to recognize the end of World War II in this manner, and the practice still raises questions about its validity 44 years after the fact."

Welfare Reform: A Summary And Analysis Of Current U.S. Congressional Debate Over The Family Security Act Of 1988, Bette Woody
Trotter Review
Following a lengthy and protracted debate, the 100th U.S. Congress passed PL 100-485, the Family Security Act of 1988, the first major public assistance legislative reform package since passage of the Social Security Act of the late 1930s. The debate over welfare is a long and continuing one which is not expected to end with the current reform. This article presents a brief review of competing perspectives on current legislative reforms related to current law. It does not attempt to tackle the more fundamental debate over the validity or the objectives of welfare, nor does it tackle the complex set …
Financing Difficulties Stall Linkage In Providence, Chester Smolski
Financing Difficulties Stall Linkage In Providence, Chester Smolski

"When the India Point Club luxury condominium development, scheduled to be built on the Providence waterfront, was announced in 1987, there were many local skeptics who said it was too expensive for the Providence market. After all, selling penthouse condos overlooking the dirty Providence River for over $1 million was quite ambitious--and some said impossible."

The Gerontology Institute: The First Years, 1984-1987, Gerontology Institute, University Of Massachusetts Boston
Gerontology Institute Publications
During the first years of its existence, the Gerontology Institute has worked with older people to convert "retirement years" into opportunities for continuous growth and learning, while simultaneously seeking to re-examine social, political, and economic roles for elders in society. It is hoped that through such engagement of older individuals, the Institute has inspired a more positive attitude in society towards its aging population.

Serving The Elderly: Need Versus Policy, Wornie L. Reed
Serving The Elderly: Need Versus Policy, Wornie L. Reed
William Monroe Trotter Institute Publications
Medicare was established in 1965 under Title XVIII of the Social Security Act. It was originally meant to eliminate the financial barriers to medical care for the aged. It has been called a form of national health insurance for persons age 65 and over. But it was deliberately designed in a manner to avoid modification of the fee-for-services system that is the basis of American Medical Care (Estes, 1979). As a result, inflation in the cost of care has seriously reduced financial benefits to the beneficiaries and in turn limited the access to medical care by the elderly.

Poverty Amid Renewed Affluence: The Poor Of New England At Mid-Decade, Andrew M. Sum, Paul E. Harrington, William B. Goedicke, Robert Vinson
New England Journal of Public Policy
This article examines the problem of poverty in New England during the current period of economic prosperity. Major trends in the size and composition of the poor population within the region are analyzed. Striking changes in the relative incidence of poverty have occurred among families in New England. As the economy has moved toward full employment, poverty rates among husband-wife families in the region have fallen sharply. In contrast, female-headed families in New England have not benefited substantially from recent rapid increases in employment opportunities. The result has been a persistent trend toward the feminization of poverty in New England. …
Job Satisfaction And Job Performance: A Meta-Analysis, Michelle Iaffaldano [Graef], Paul M. Muchinsky
Job Satisfaction And Job Performance: A Meta-Analysis, Michelle Iaffaldano [Graef], Paul M. Muchinsky
Center on Children, Families, and the Law: Faculty Publications
The assumption that job satisfaction and job performance are related has much intuitive appeal, despite the fact that reviewers of this literature have concluded there is no strong pervasive relation between these two variables. The present meta-analytic study demonstrates that (a) the best estimate of the true population correlation between satisfaction and performance is relatively low (.17); (b) much of the variability in results obtained in previous research has been due to the use of small sample sizes, whereas unreliable measurement of the satisfaction and performance constructs has contributed relatively little to this observed variability in correlations; and (c) nine …

The new Mayor of Boston must earn the confidence of the taxpaying public in his financial leadership by employing credibility and candor in the management of city affairs.
To begin the process of re-enfranchising Bostonians who have come to mistrust financial decisions seemingly determined by political calculations, the new Mayor must make an accurate disclosure of the City's financial picture, rely on the commitment of the state to properly support its capital city and restore integrity and strong management controls to government operations. Recommendations for budget cuts, hiring freezes and adjustments in tax rates, when they are necessary, should only …
Shelter Poverty In Boston: Problem And Program, Michael E. Stone
Shelter Poverty In Boston: Problem And Program, Michael E. Stone
John M. McCormack Graduate School of Policy and Global Studies Publications
This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. Third, it is contended that the long history of inadequate attempts to cope with the affordabiiity problem have not only failed to solve the problem, but have indeed contributed significantly to the broader and serious problems of the overall …
Case Law And Social Welfare: A Framework For Analysis, Jan L. Hagen
Case Law And Social Welfare: A Framework For Analysis, Jan L. Hagen
The Journal of Sociology & Social Welfare
This paper illustrates an approach for analyzing case law within the framework of social welfare programs and policies. Drawing on a framework first developed by Burns and later expanded by Gilbert and Specht, selected court decisions related to income maintenance are categorized on the basis of four parameters: basis of social allocation, the nature of social provisions, the structure of the delivery system, and the method of financing. Unlike the legal framework typically used to analyze court decisions, an assessment of court decisions along the parameters of social welfare policies and programs highlights the court's role and its importance in …

Reallocation Of Responsibilities And/Or Financing For Selected Municipal Services To The State: A Municipal Finance Alternative, Joseph S. Slavet, Katharine L. Bradbury, Philip I. Moss, Boston Urban Observatory, University Of Massachusetts Boston
Boston Urban Observatory Publications
This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.
Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities. The second criterion is the degree to which residents of the service area …

Substandard Housing And The Cost Of Providing Housing-Related Services, David Podoff, Daniel A. Primont, Louis Esposito, Boston Urban Observatory, University Of Massachusetts Boston
Boston Urban Observatory Publications
Designed as a comparative undertaking by the National League of Cities (NLC) , this study is officially entitled "National Research Agenda Project No. 5: Substandard Housing and the Cost of Providing Housing-Related Services." A similar study was carried out by the urban observatories in Denver and Nashville. According to the study scope of services, the NLC was interested in the cost of "a wide variety of local government activities ... required to support and service urban housing," and how these costs "are affected by housing quality, housing location, age and type of structures. ..." It was also suggested that attention …
