The global civil society is often regarded as a progressive moral force that provides advocacy and protection of marginalized groups in the global political arena. Nevertheless, departing from the belief that civil society has great power and influence over global dynamics, it sees that the legitimacy claims they articulate and articulated by academics are essential to be evaluated, especially with regard to their representation and accountability groups and individual beneficiaries. In this last decade, a closed cooperation of rural development “Saemaul Undong” between South Korea and Vietnam has been formed. Saemaul Undong is a success model of South Korea’s rural development. Along with it, question related to the possibility of adopting Saemaul Undong by developing countries arises. Japan has reinterpreted Article 9 as the fundamental constitution of their antimilitarist culture and shows its willingness to play a more active role in the International security. This paper will seek to demonstrate how the use of Offense-Defense Theory can best explain the Japan’s new defense reform legislation that enables the country to play a more comprehensive global security role commensurate with its capabilities, resources, national interests, and international responsibilities. Tulisan ini mengkaji perbedaan tiga negara dalam merekrut perempuan untuk berperan di bidang keamanan. Tulisan ini bertujuan untuk menjawab masalah umum dalam studi keamanan: Dimana perempuan? Khususnya, dimana perempuan dalam mendukung pasukan perdamaian Perserikatan Bangsa-Bangsa (PBB)? Setelah kegagalan di Copenhagen, Denmark pada Conference of the Parties (COP) ke-15 UNFCCC tahun 2009 yang hanya menghasilkan dokumen yang tidak mengikat secara hukum (non legally binding) yaitu Copenhagen Accord, banyak negara serta pihak lainnya merasa pesimis mengenai kepastian masa depan perundingan rezim perubahan iklim. Periode Komitmen ke-II Protokol Kyoto 1997 yang sudah akan berakhir di tahun 2018, membutuhkan kepastian untuk keberlanjutannya. This article examines that internet social media have influenced the Egypt Revolution from the authoritarian government to the democratic transition. There are two theories: Cyber-Optimist that argues internet social media is significant in changing a rezim and Cyber-Realist that believes internet is a status quo regime's arsenal in controlling their citizen. Based on cyber-optimist argument, this article believes that internet social media is not supporting the authoritarian government of Husni Mubarak in Egypt, but as the citizen's arsenal to change the authoritarian government of Husni Mubarak.

This article is a short report drawn from a research on the issue of the Afghan refugees in Australia (1992-2002). Using the infamous “boat people” case as illustration, the research was intended to provide careful observation on the concept “human security,” a term increasingly linked to forced migration issues. Although human security is often portrayed as a benign concept with strong moral stance, its vastness and loose definition limit its adequacy as a useful tool of analysis.
