Introduction 11 This report1 documents the Strategic Thinking and Design work that the Association of Research Libraries (ARL) engaged in from the fall of 2013 through the end of 2015. Wayne County is Michigan’s most populous county with 1.775 million residents and its county seat in Detroit. Unlike many other counties throughout the state, Wayne county does not provide a government-supported law library to serve its residents. The Arthur Neef Law Library which serves the Wayne State University Law School has a long-standing tradition of opening its doors to provide legal research services and resources to members of the community.

The Trans-Pacific Partnership Agreement (TPP) is a free trade agreement between 12 countries in the Asia Pacific region: Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States, and Vietnam. The agreement, signed by the U.S. and other participating countries in Auckland, New Zealand on February 4, 2016, “promotes economic integration to liberalise trade and investment” and “bring economic growth” to the region and participating countries. Byzantine Emperor Justinian I ordered the creation of the Corpus Juris Civilis, a compilation of the laws in force at the time, which would become a vital foundation for both the civil law and common law traditions. Important figures in the development of the United States' law used principles listed the Corpus as a guide, and to this day legal scholars and historians still refer to it. Despite its importance, the Corpus can seem impenetrable to researchers, citations to the Corpus enigmatic. The Ithaka S+R US Faculty Survey has tracked the changing research, teaching, and information usage practices of faculty members since the early days of the digital transformation. In this sixth triennial cycle, we survey a random sample of US higher education faculty members, adding medical scholars to our population to provide even more comprehensive coverage of US higher education.
Our first look at medical faculty members in the 2015 cycle shows that respondents sometimes have attitudes and practices that parallel their colleagues in the social sciences and physical sciences, but often are unique in the way that they discover and …

This report is the output of a large-scale survey of readers of scholarly publications (n=40439) and their behaviour in the discovery of journal articles and online books. The survey was conducted during October, November, and December of 2015. While usage statistics and analytics gathered by publishers, libraries and intermediaries can give us a partial view of discovery behaviour, there are many gaps in the knowledge that these can provide which we have endeavoured to fill by asking readers what tools they use in discovery.6

Understandably, people tend to marvel at results rather than the tools used in their discovery, which means the fundamental role of software in research has been largely overlooked. Shorter and simpler than the two previous iterations, the University of Georgia Law Library's 2016-2017 strategic plan is a single page. It includes elements from the last version such as mission, vision and values. It still includes goals, but limits them to three and trims the text of each into straight-forward bullet-list objectives including: 1. Services, 2. Resources, and 3. Expertise. This year was also the first that the law library created a counter-part infographic version of their strategic plan. It is attached below as an additional document.

This article uses the Data-Information-Knowledge-Wisdom (DIKW) pyramid to help identify the exclusive knowledge base and practical skills that law librarians must possess to solve practical problems. Paragraphs 4–24 trace the historical debates on whether law librarianship is a profession, which focus on autonomy as a key component of a profession. The consensus is that autonomy boils down to two major issues: identifying problems and providing solutions through exclusive methods that are restricted to a profession.
