The year 1967-1968 was the first full year of what might appropriately be called Phase II of the campaign to move the University of Georgia School of Law into the front rank of legal education. The year's activities were highlighted in the fall with the Dedication Exercises, at which the Honorable Hugo L. Black, Associate Justice of the United State Supreme Court, gave the principal address; and in the spring by the appearance of the Honorable Dean Rusk, Secretary of State of the United States of America, as our Law Day speaker. A Message From the Dean
For each of the past several years, the Student Bar Association of the University of Georgia School of Law has prepared and distributed to the members of the bar of Georgia a Placement Brochure, designed to introduce, by photographs and brief biographical statements, the members of that year's senior law class. The purpose has been and is to bring to the attention of the members of the bar seeking new associates those prospective graduates most likely to meet their particular needs. This matter has been referred to in my Annual Report for years, but now we at the Law School are pleased that, upon the recommendation of the Administration of the University, the Board of Regents has made provisions for additional facilities.

Aristotle once said: "All who have meditated on the art of governing mankind have been convinced that the fate of Empires depends upon the education of youth." So it seems to me that the fate of the bar of this country depends upon the education of the young men and women who are admitted to the bar. An adequate library is absolutely essential for the operation of a modern law school. Fortunately the law building is satisfactory in most respects due to the generosity of the alumni and friends of the Law School. We have now reached the point, however, where additional stacks are necessary. The present stacks are arranged so that a glass floor can be laid on them and thereby provide two floors in the stackroom. Additional stacks may be placed on this second floor and we shall then be able to properly take care of our books. The stackroom was constructed with this end …

Fortunately the present quarters and physical equipment are satisfactory due to the generosity of alumni and friends of the Law School. Progress has been made during the past few years in providing essential books, but I wish to point out again certain deficiencies that should be taken care of as soon as possible.

For the past two years the faculty of the School of Law of The University of Georgia has been studying the curriculum of this School as well as the curricula of the other leading law schools in the country for the purpose of effecting such revision as seemed desirable to better serve the needs of the students. The bulletin of the Law School, which has been issued recently, gives the details of the new curriculum which has been prepared by the law faculty and approved by the President of the University. You are familiar with the report made by Dean Herschel W. Arant, Dean of the College of Law of Ohio State University and Secretary of the Association of American Law Schools following his inspection of the Law School last September. His report included the following recommendations concerning the Library:
(1) "That the dean be advised that expenditures in the immediate future would be made wisely if a few complete sets of the better law reviews not now in the library were added."

Since the last regular report of the dean was submitted on May 20th 1932, many changes have taken place which affect the Law School. At that time the school was housed in an old brick building at the northeast corner of Broad and Lumpkin Streets. There was then under construction, however, a new building on the campus of the University. This building was completed in October 1932 and the Law School took possession of it in that month. On October 20, 1932 there was held in the century-old chapel of the University the dedicatory exercises of the new law building, …
