David H. Nexon was born in Chicago, Illinois, on April 10, 1945. He received his bachelor’s degree from Harvard University and a Ph.D. in political science from the University of Chicago. From 1988 to 1983, he was senior budget examiner in the Health Branch of the Office of Management and Budget, where he was responsible for the Health Care Financing Administration. From 1983 to 2005, he served as the Democratic health policy staff director for the Senate’s Health, Education, Labor and Pensions Committee and as the senior health policy advisor to Senator Edward M. Dennis W. DeConcini was born on May 8, 1937, in Tucson, Arizona. He was graduated from the University of Arizona in 1959 and earned his law degree in 1963. He worked as a lawyer on the Arizona governor’s staff until 1967, when he founded the law firm DeConcini, McDonald, Yetwin & Lacy and where he remains as a partner. Robert Oscar “Bob” Lenna was born in Jamestown, New York, in 1945 to Harry Albert and Babette (Simon) Lenna. He received his undergraduate degree in American studies and his graduate degree in American and New England studies at the University of Southern Maine. In 1970, he worked on the staff of Senator Charles Goodell of New York, then moved to Maine and was hired for a position on George Mitchell’s staff when Mitchell announced his run for U.S. Senate. He later worked for Libby Mitchell.

Shepard (Lifshitz) “Shep” Lee was born in Lewiston, Maine, on November 13, 1926, to Ethel and Joe Lifshitz. His parents were both Russian immigrants, his mother a housewife, and his father an automobile dealer. He attended Lewiston public schools, graduating in 1943. He then attended Bowdoin College, taking military leave from the college between 1945 and 1946 to enlist in the navy. He returned to Bowdoin after his service and graduated in 1947 with a degree in government and economics. At that time he and his brother changed their surname to Lee. Samuel Shapiro was born in Brownsville, Pennsylvania, on August 26, 1927. His parents were Maurice and Anna (Silver) Shapiro. His father was born in the Ukraine and his mother in Lithuania. He spent two years in the Navy, then attended the University of Pittsburg on the G.I. Bill, graduating in 1952. He married and moved to Waterville, Maine, in 1953 and served as Maine Democratic Party treasurer for thirteen years. He also ran several furniture stores with his father-in-law. Patricia Ann Sarcone was born in Newport, Rhode Island. She grew up in Des Moines, Iowa, and was graduated from St. Mary College in Leavenworth, Kansas, with a degree in business administration. In 1969 she joined Iowa Senator Harold Hughes’s staff in Washington, DC, where she remained until 1975. She then worked on Iowa Senator John Culver’s staff until 1980, when she joined Walter Mondale’s presidential campaign. Ann Pauline Tartre was born in Biddeford, Maine, in 1966. Her father owned the Paquin & Carroll insurance company in Biddeford and her mother was a homemaker. Ann attended Tufts University in Boston, and after graduating, she moved back to Maine to work on Joe Brennan’s campaign for six months. In 1988, she began working in George Mitchell’s office before going on to graduate school at Yale to study environmental issues. She returned to Mitchell’s staff as environmental legislative aide during his tenure as majority leader.

Leonard C. Mulligan was born in North Andover, Massachusetts, in 1932. His family moved to Brunswick, Maine, in 1939, where he lived until he was graduated from Bowdoin College; he and George Mitchell were classmates (class of 1954). After graduation he entered the Army. He attended graduate school in Springfield, Massachusetts, and worked at Mass Mutual. He later returned to Maine, where he worked in Bath on housing development.

Robert Hazzard was born in Gardiner, Maine, in 1932 to Robert and Margaret (Wyman) Hazzard. His parents owned and operated a shoe factory while he was growing up. He attended local schools, Deerfield Academy, and was active in athletics. He was graduated from Bowdoin College in 1954 in the same class with George Mitchell, playing collegiate basketball and tennis. After graduation he worked as a CPA in Portland, Maine, where he occasionally continued to play tennis with Mitchell.

Thomas Hodge "Tom" Allen was born April 16, 1945, in Portland, Maine, to Charles W. “Charlie” and Genevieve (Lahee) Allen. His great-grandfather was John Calvin Stevens, a well known Maine architect. Tom was graduated from Bowdoin College and went on to be a Rhodes Scholar, studying at Oxford in the class immediately behind Bill Clinton's. Barbara Keefe was born in Jersey City, New Jersey, in 1940, and grew up in Trenton, New Jersey. She was graduated from Seton Hall University. She received a fellowship to study deaf education and worked at the Governor Baxter School for the Deaf, Mackworth Island, Maine. She joined the League of Women Voters and became involved in the National Women’s Political Caucus. She was treasurer for Senator Mitchell’s reelection campaigns in 1982 and 1988, and she has served on the Mitchell Institute Board since 1994.

William Warren “Bill” Bradley was born July 28, 1943, in Crystal City, a suburb of St. Louis, Missouri. His parents were Warren and Susan Bradley, a banker and a teacher respectively. He excelled academically and athletically, as a basketball player, through high school. Bennett Johnston was born June 10, 1932, in Shreveport, Louisiana. He was graduated from West Point United States Military Academy and served in the Judge Advocate Corps in Germany between 1956 and 1959. From 1981 to 1995 he served as president of Common Cause, a nonpartisan citizens’ lobby, and he worked with Senator Mitchell on campaign finance reform issues while he was president of Common Cause. Lyndel “Joe” Wishcamper was born August 18, 1942, in Amarillo, Texas, to Joe Henry Wishcamper and Mildred Louise (Pierce) Wishcamper. He attended Yale University and later earned his law degree at Harvard Law School. He practiced law in New York, then transitioned to the investment and real estate businesses. He worked with Max Cardmen, who was instrumental in creating 221.B.3, one of the first government subsidized housing projects; during the Nixon era, this project morphed to become the Section 8 program in 1974.
