This report, available to members of the State Legislature, administrators, policy makers, law enforcement officials, judges, and other professionals who deal with child abduction, serves several purposes: First, it is a guidebook to increase understanding of the dynamics of stranger abductions and those carried out by a family member, close friend or loved one. Second, it identifies issues, existing problems or deficiencies that must be addressed in order to prevent the numerous abductions that occur annually, and as a means of follow-up, it suggests recommendations and courses of action. Last, it serves as a ready reference.

In March 1996, all superior and municipal courts received a follow-up survey to obtain information on the impact of the "three strikes" law on the courts. The results of this second survey, covering July through December 1995, are largely consistent with the results from the first survey. covering January through June 1995. The second survey, though, paints a more complete picture due to the excellent response rate (e.g., 100 percent of the superior courts responded), an additional six months of experience with the "three strikes" law, and supplemental information provided by some responding courts

In May of 1994, California Attorney General Daniel E. Lungren appointed a Policy Council on Violence Prevention and charged the Council with "studying violence in California and recommending policies and strategies for reversing the pervasive culture of violence in our society." The Council was a diverse, multidisciplinary group representing criminal justice, health, education, business, family violence, parents, youth-serving organizations, media, research, religious and community-action groups, and state agencies.
Council members purposely decided to look at violence from a wide and inclusive viewpoint. The nature of their work, therefore, was deliberately designed to cast a broad net so as to gain …
