Robert Martin “Bob” Rozen was born on December 11, 1955, in Richmond, Kentucky, to Morris and Rosalyn (Eilenberg) Rozen. He majored in Soviet studies at Miami University (Ohio), graduating in 1977; he earned his law degree at George Washington University. He interned for Senator Wendell Ford as a legislative assistant for the Senate Finance Committee and then continued to work for him after law school. He also earned a master’s in tax law from Georgetown University. He worked on Senator Mitchell’s staff addressing tax, trade, and financial service issues.

Scott Frederick Hutchinson was born in Gardiner, Maine, on April 16, 1929, to Helen Frances and Scott Arthur Hutchinson. His mother was a homemaker, and his father was employed by New England Telephone Company, rising in the ranks from line worker to vice president. Scott’s childhood was spent living in various communities throughout New England. He attended Northeastern University, and after college served in the Army during the Korean War. Partisan theories of political economy expect that bondholders will panic with the election of a left-wing presidential candidate. The latter seems to be what happened in Brazil in the 2002 presidential elections. However, quantitative analysis of perceptions of sovereign credit risk in Argentine, Brazilian, Mexican, and Venezuelan presidential elections from 1994 until 2007 shows no real evidence of a link between partisanship and perceptions of risk, even if the left-right divide is further broken down into left, center-left, center-right, right. Instead, international and domestic economic fundamentals have a stronger influence on risk evaluations. Qualitative analysis of the individual presidential elections …

Daniel E. "Dan" Wathen was born November 4, 1939, in Easton, Maine, to Wilda (Persis) and Joseph Jackson Wathen. He was graduated from Easton High School and Ricker College in Houlton, Maine (1962), the University of Maine School of Law (1965), and the University of Virginia School of Law (1988). He was appointed to the Maine Superior Court by Governor James B. Longley and served there for four years. He was then appointed justice to the Maine Supreme Judicial Court by Governor John McKernan. He served as justice for ten years, then chief justice for ten more years. …

He has served many of Senator Mitchell’s financial management needs over the years. Former Governor Joe Brennan appointed him to the Finance Authority of Maine.

Should we remain neutral between our interests and those of future generations? Or are we ethically permitted or even required to depart from neutrality and engage in some measure of intergenerational discounting? This Article addresses the problem of intergenerational discounting by drawing on two different intellectual traditions: the social welfare function (“SWF”) tradition in welfare economics, and scholarship on “prioritarianism” in moral philosophy. Unlike utilitarians, prioritarians are sensitive to the distribution of well-being. They give greater weight to well-being changes affecting worse-off individuals. Prioritarianism can be captured, formally, through an SWF which sums a concave transformation of individual utility, rather …

He attended local schools, Deerfield Academy, and was active in athletics. He was graduated from Bowdoin College in 1954 in the same class with George Mitchell, playing collegiate basketball and tennis. After graduation he worked as a CPA in Portland, Maine, where he occasionally continued to play tennis with Mitchell.
