The agricultural decision-making process is experience-based, knowledge-dependent, time-sensitive, complex, and driven by historical data. Background: The US organ transplantation system is pursuing modernization of the allocation process through the integration of new technologies such as artificial intelligence (AI). However, the legal and ethical issues within the transplantation industry are still of concern. Objective: We explore the opportunities and challenges for Organ Procurement Organizations (OPOs) to adopt AI. The US organ transplant system is a highly regulated industry yet open to innovation. Smart greenhouses offer a solution to sustainable food production under climate uncertainty, yet their management often depends on fixed rules or human intuition. This study proposes an intelligent decision-making framework that integrates optimization, simulation, and a neural set into a self-learning system. By generating “conditionally real data” through simulation and evolutionary algorithms, the system can predict microclimatic changes and optimize control of water, energy, and nutrients. Continuous digital feedback enables adaptive, data-efficient operation even with limited real data. Experimental results demonstrate reduced resource use and improved yield stability, advancing the development of autonomous and resilient greenhouse ecosystems.

Kidney transplantation is the gold standard for treating end-stage renal disease, yet over 90,000 patients remain on the transplant waitlist. This dissertation introduces engineering-driven solutions to help reduce the transplant supply gap by addressing three challenges: illicit trafficking, donor recruitment, and evaluation inefficiencies. First, we model illicit organ trafficking networks using social network analysis. We demonstrate that targeting transplant clinics alone is insufficient to disrupt operations. Instead, disrupting the network requires detaining brokers who organize behind-the-scenes logistics—offering a more effective strategy for intervention. A growing demand exists for interpretable artificial intelligence models, leading to extensive research efforts to enhance the explainability and transparency of policies generated by reinforcement learning (RL) methods. This research develops random forest-based RL algorithms as a logical progression in this academic pursuit. The algorithms are evaluated using three standard benchmark environments from OpenAI gym — CartPole, MountainCar, and LunarLander — and compared to implementations of the Deep Q-learning Network (DQN) and Double DQN (DDQN) algorithms for various metrics, including performance, robustness, efficiency, and interpretability. However, users may have a “I know it when I see it” recognition of a quality schedule, without specifying the complete basis for their judgment. In this situation, the objective function cannot be exclusively used as a solution quality measurement. We formulate the first generalized air combat maneuvering problem (ACMP), called the MvN ACMP, wherein M friendly AUCAVs engage against N enemy AUCAVs, developing a Markov decision process (MDP) model to control the team of M Blue AUCAVs. The MDP model leverages a 5-degree-of-freedom aircraft state transition model and formulates a directed energy weapon capability. Instead, a model-based reinforcement learning approach is adopted wherein an approximate policy iteration algorithmic strategy is implemented to attain high-quality approximate policies relative to a high performing benchmark policy.
