A full-scale trial to investigate in-situ behaviours of a turnout grillage system using an alternative material, ‘fibre-reinforced foamed urethane (FFU)’ bearers, has been carried out at a complex turnout junction under heavy mixed traffics at Hornsby, New South Wales, Australia. The turnout junction was renewed using the FFU bearers altogether with new special track components. Influences of the FFU bearers on track geometry (recorded by track inspection vehicle ‘AK Car’ and based on survey data), track settlement, track dynamics and acoustic characteristics have been measured. Operational train pass-by measurements have been analysed to evaluate the effectiveness of the replacement methodology. …

The National Airspace System (NAS) is comprehensively described by five functions derived from big-picture goals: (1) conflict detection and resolution, (2) controlling aircraft states, (3) traffic flow management, (4) controlling passenger states, and (5) controlling company resources. It can be reasonably assumed that these functions interact in some way; this interaction is currently unknown. A model of the entire NAS would be helpful in discovering these interactions, yet no such comprehensive model exists. To address this problem an agent-based state-based model was created in MATLAB. In a wireless system with a large number of distributed nodes, the quality of communication can be greatly improved by pooling the nodes to perform joint transmission/reception. In this paper, we consider the problem of optimally selecting a subset of nodes from potentially a large number of candidates to form a virtual multi-antenna system, while at the same time designing their joint linear transmission strategies. Three educational interventions were simulated in a system dynamics model of the medical use, trafficking, and nonmedical use of pharmaceutical opioids. The study relied on secondary data obtained in the literature for the period of 1995 to 2008 as well as expert panel recommendations regarding model parameters and structure. The behavior of the resulting systems-level model was tested for fit against reference behavior data. After the base model was tested, logic to represent three educational interventions was added and the impact of each intervention on simulated overdose deaths was evaluated over a 7-year evaluation period, 2008 to 2015. We consider the distributed uplink resource allocation problem in a multi-carrier wireless network with multiple access points (APs). Each mobile user can optimize its own transmission rate by selecting a suitable AP and by controlling its transmit power. Our objective is to devise suitable algorithms by which mobile users can jointly perform these tasks in a distributed manner. The purpose of this project was to improve the existing High Temperature Filter Test Unit (HTTU) by optimizing performance and adding new features. These features include viewing ports and a camera system for observation of tests, a leak detection system, and a flame impingement system. Additional considerations included improving the current operation of the HTTU by reducing test time and energy loss. The HTTU is designed to test High Efficiency Particulate Air (HEPA) filters at temperatures up to 1300 ˚F, creating conditions which simulate a fire in a chemical processing facility. In a heterogeneous wireless cellular network, each user may be covered by multiple access points such as macro/pico/relay/femto base stations (BS). An effective approach to maximize the sum utility (e.g., system throughput) in such a network is to jointly optimize users' linear procoders as well as their BS associations. In this paper, we first show that this joint optimization problem is NP-hard and thus is difficult to solve to global optimality. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. Forty years of innovations have greatly improved Helmet-Mounted Displays (HMDs) and their integration into military systems. However, a significant issue with HMDs is the effect of vibration and the associated Vestibulo-Ocular Reflex (VOR). When a human’s head is subject to low-frequency vibration, the VOR stabilizes the eye with respect to objects in the external environment. However, this response is inappropriate in HMDs as the display moves with the user’s head and the VOR blurs the image as it is projected on the human retina. This research improved a simulation that models a single operator responsible for multiple UAV rovers. The improvement calibrated the model by increasing the realism of its expected time that the target will be within the field of view of a UAV's camera and how much of that will be observed by an operator that has multiple tasks to perform throughout the mission. The calibration was derived from multiple flight tests, by using a Field of View Algorithm in MATLAB and by visually recording times for loiter loops by hand. In recent years, the Federal Government has attempted to utilize strategic sourcing to reduce acquisitions expenses. Currently accepted best practices for strategic sourcing developed in the private sector fail to account for the diverse and unique set of objectives present in public sector acquisitions. Value Focused Thinking was used to develop a hierarchy of values and objectives for the Air Force Civil Engineer Commodity Council (CECC) strategic sourcing program. This hierarchy represents the full range of program objectives, and was used to develop a value function useful for systematically evaluating service and commodity contract areas for strategic sourcing potential.

These plans are used to improve operations within an installation sub-section by altering the physical layout of facilities. One methodology was developed based on apply network analysis concepts to the generation of alternative facility layouts. A second methodology was developed using multi-criteria evaluation to the selection of evaluated alternative facility layouts. This research used systems architecture to develop a model that determined the effect of Integrated System Health Management (ISHM) on mission success rates for unmanned aerial systems (UAS). To evaluate this effect, a simulation model was developed and used to analyze the difference between mission success rates for a theoretical UAS with and without ISHM. Changing environment, uncertain economic conditions, and socio-political unrest have renewed interest in scenario analysis, both from theoretical and applied points of view. Nevertheless, neither the processes for scenario analysis (SA) nor evaluation criteria and metrics have been regularized. In this paper, SA-reported applications and implementation methodology are discussed in the context of an extensive literature review covering papers published between 2000 and 2010.
