It is evident in previous works that operations research and mathematical algorithms can provide optimal or near-optimal solutions, whereas simulation models can aid in predicting and studying the behavior of systems over time and monitor performance under stochastic and uncertain circumstances. Given the intensive computational effort that simulation optimization methods impose, especially for large and complex systems like container terminals, a favorable approach is to reduce the search space to decrease the amount of computation.

Earth’s Radiation Budget (ERB) is an accounting of all incoming energy from the sun and outgoing energy reflected and radiated to space by earth’s surface and atmosphere. The National Aeronautics and Space Administration (NASA)/Global Energy and Water Cycle Experiment (GEWEX) Surface Radiation Budget (SRB) project produces and archives long-term datasets representative of this energy exchange system on a global scale. The data are comprised of the longwave and shortwave radiative components of the system and is algorithmically derived from satellite and atmospheric assimilation products, and acquired atmospheric data. The representation via simulation models can easily lead to simulation models too simple for their intended purpose, or with too much detail, making them hard to understand. This problem is related to limitations of the modeling and simulation methods. A multi-method Modeling and Simulation (M&S) approach has the potential for improved representation by taking advantage of methods' strengths and mitigating their weaknesses. The starting point of this study was to understand the possible causes of evaluation system change in a military academic environment.
