Four wireless sensor network (WSN) technology packages developed for efficient irrigation water management in the Philippines were subjected to ex-ante cost-benefit analysis (CBA) to assess their financial viability. The WSN technologies include high-end and low-cost wireless sensors for upland crop production with drip irrigation system and lowland crop production with alternate wetting and drying (AWD). Results showed that the high-end WSN technology packages are only viable for high-value crops such as red onion, bell pepper, and hot pepper. The low-cost WSN technology packages are viable for all selected crops except sweet corn. Minimum areas were also generated for each crop …

Integrating large-scale renewable energy resources into the power grid poses several operational and economic problems due to their inherently stochastic nature. The lack of predictability of renewable outputs deteriorates the power grid’s reliability. The power system operators have recognized this need to account for uncertainty in making operational decisions and forming electricity pricing. Effective personnel management policies in the United States Air Force (USAF) require methods to predict the number of personnel who will remain in the USAF as well as to replenish personnel with different skillsets over time as they depart. To improve retention predictions, we develop and test traditional random forest models and feedforward neural networks as well as partially autoregressive forms of both, outperforming the benchmark on a test dataset by 62.8% and 34.8% for the neural network and the partially autoregressive neural network, respectively. This paper studies the integration of the crowd workforce into a generic last-mile delivery setting in which a set of known delivery requests should be fulfilled at a minimum cost. In this setting, the crowd drivers are able to choose to perform a parcel delivery among the available and displayed requests. Deep space asteroid mining presents the opportunity for the collection of critical resources required to establish a cis-lunar infrastructure. In specific, the Project Khepri team has focused on the collection of water from asteroid Bennu. This water has the potential to provide a source of clean-energy propellant as well as an essential consumable for humans or agriculture on crewed trips to the Moon or Mars. This paper concerns the staffing optimization problem in multi-skill call centers. The objective is to find a minimal cost staffing solution while meeting a target level for the quality of service (QoS) to customers. We consider a staffing problem in which joint chance constraints are imposed on the QoS of the day. Our joint chance-constrained formulation is more rational capturing the correlation between different call types, as compared to separate chance-constrained versions considered in previous studies. This analysis currently uses a document-based practice to capture all knowledge of the forecast and its development. A framework of antithesis processes, or Anti-Processes, were derived from the systems engineering technical processes. A key challenge in the resource allocation problem is to find near-optimal policies to serve different customers with random demands/revenues, using a fixed pool of capacity (properly configured). In this paper, we study the properties of three classes of allocation policies-responsive (with perfect hindsight), adaptive (with information updates), and anticipative (with forecast information) policies. Each year, the Air Force Personnel Center determines which career field newly commissioned officers will serve under during their time in the Air Force. The career fields are assigned while considering five priorities, dictated by Headquarters Air Force, Manpower and Personnel: target number of cadets, education requirements, average cadet percentile, cadet source of commissioning, and cadet preference. A mixed-integer linear program with elasticized constraints is developed to generate cadet assignments according to these priorities. Training is a critical part of force sustainment, but the life-cycle cost of recurring training can be quite high. Further, the promotion of the Multi-Capable Airman (MCA) concept leads to questions on how best to train airmen on tasks outside of their core career field.
