Quantifying Project Complexity To Resource Project Managers, Jereme R. Henrard

This research develops a multi-criteria decision analysis model to quantify project complexity and inform decision-makers in resource-constrained organizations with the Tyndall Program Management Office (PMO) as a case study. The complexity score is used as a risk metric to determine the appropriate number of skilled or novice project managers to effectively manage the PMO portfolio to mitigate cost and schedule overruns. The research provides an innovative approach to consider manning levels at the PMO and other project management-focused organizations/sections.

On the surface, the majority of Air Force units appear to be executing some form of project risk management (PRM). Deeper investigation exposes many of the PRM practices currently in place to often be ad hoc, and as such, have the potential to poorly inform decisions when risk data is escalated to the enterprise levels of the Air Force. Resultantly, there is inconsistency between the PRM processes practiced by Air Force units. This research defined Systems Engineering applications for Small Business Innovative Research (SBIR) projects and answered five research questions addressing the essential elements and application of SE processes within the SBIR community. The research identified that current DoD and Air Force SE Policy do not specifically address SBIR projects. This research identified the need to tailor a SE approach for SBIR projects as overarching policy is not applicable in all cases. The culmination of this effort defined the current SE tasks applicable for the SBIR community.

The main purpose of this paper is to discuss three related topics of project management, systems management, and risk management. The issue that would be addressed in this paper is how risks are addressed in project and systems management, and how risks are propagated between projects and systems. A framework is proposed to overcome the problem of risk propagation from project to the systems. It was shown that the proposed framework can be deployed to existing risk management process with reasonable interventions (e.g. process prescribed by PMI). As government and industry becomes subject to a wider range of technology initiatives, science and technology (S&T) research project leadership recognizes the need to incorporate more systems engineering (SE) rigor into their projects. The objective of this research is to develop a tailorable systems engineering framework for S&T project planning, execution, assessment and transition. The key deliverable is an Excel-based tool instantiating the SE framework for a wide range of S&T projects in technology development organizations. The purpose of this research was to identify the current status of the use of the Department of Defense Architecture Framework (DoDAF) systems architecture products within the Aeronautical Systems Center (ASC) program offices. There are regulatory requirements dictating the creation of DoDAF products as annexes to programmatic documentation, such as the Joint Capabilities Integration Development System (JCIDS) requirement for systems architectures as annexes for acquisition milestone decision documentation. In addition, the DoDAF itself identifies several products as being highly applicable for the development of acquisition strategies.
