Land-use planning for modern societies requires technical competence as well as social competence. We therefore propose an integrative solution enabling better land-use planning and management through better-informed decision-making. We adapt a method developed for cross-disciplinary team building to identify the stakeholders and their various objectives and value systems. We use these results to populate artificial societies embedded into a dynamic data analytics framework as a tool to identify, explore, and visualize the challenges resulting from the different objectives and value systems in land-use planning and management. This paper examines the applicability of Complex System Governance (CSG) to advance the Critical Space Infrastructure field (CSI). CSI encompasses space related hardware, workforce, environment, facilities, and businesses that are necessary for societal well-being. CSI is increasing in importance as more societal serving systems are becoming dependent on CSI to operate. Given this increasing dependence on CSI, societal sectors are increasingly at risk should something go wrong with CSI upon which they depend. With the growth in global trade and its environmental footprint, sustainable modes of freight movement are increasingly important in today’s globalized world. This study focuses on on-dock rail, where the rail terminal is located within the marine container terminal. On-dock rail has in recent years become an essential mode of transportation to move containers out of congested marine container terminals. This paper may be one of the first attempts dealing with the problem of creating, providing and maintaining antifragility of systems of interdependent urban critical infrastructures (CI) in the wake of black-swan type technological, ecological, economic or social catastrophes occurring in a municipality. A synonym is offered to describe antifragility from a positive psychology perspective, formulating the problem as the supraresilience problem. This paper examines contributions of Complex System Governance (CSG) as an integrating construct for the emerging fields of critical cyber-physical systems (CPS). CPS is concerned with physical entities that are controlled by computational elements. The field is relatively new, emerging, and also somewhat fragmented in development. There are multiple agencies, entities, and activities being undertaken to address a nexus of emerging issues (e.g., cybersecurity) in critical infrastructures. This article describes the Delayed Bang Approach for determining the value of risk management alternatives in critical infrastructure security. The discussion includes (1) the need for sustainable risk management (2) the importance of time valuation in evaluating competing loss prevention and loss reduction alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) hypothetical examples of the Delayed-Bang Approach and significance towards more sustainable risk management.
