The high prevalence of dental caries among children and adolescents, especially those from lower socio-economic backgrounds, is a significant nationwide health concern. Early prevention, such as dental sealants and fluoride varnish (FV), is essential, but access to this care remains limited and disparate. In this research, a national dataset is utilized to assess sealants' reach and effectiveness in preventing tooth decay, particularly focusing on 2nd molars that emerge during early adolescence, a current gap in the knowledge base. This dissertation focuses on the integration of machine learning and optimization. Specifically, novel machine learning-based frameworks are proposed to help solve a broad range of well-known operations research problems to reduce the solution times. The first study presents a bidirectional Long Short-Term Memory framework to learn optimal solutions to sequential decision-making problems. Computational results show that the framework significantly reduces the solution time of benchmark capacitated lot-sizing problems without much loss in feasibility and optimality. This dissertation aims to study the forces that drive self-assembly in binary mixtures of particles suspended in liquids and on fluid-liquid interfaces when they are subjected to a uniform electric or magnetic field. Three fluid-particle systems are investigated experimentally and theoretically : (i) Suspensions of dielectric particles in dielectric liquids; (ii) Suspensions of ferromagnetic and diamagnetic particles in ferrofluids; and (iii) Dielectric particles on dielectric fluid-liquid interfaces. The results of these studies are then used to estimate the parameter values needed to assemble materials with desired mesoscale microstructures.

It is unclear how data collection operations for surveillance alter the disease portrayal that influenza reported trends attempt to provide during an emergency. This study developed a model that simulates the collection and testing of influenza specimens after an outbreak is declared in Michigan. The goal of this dissertation is to establish a new quality control framework that combines a statistical process control (SPC) approach to casting quality for chemically bonded sand systems used in foundries. Foundries in the United States use the American Foundry Society standardized sand testing to monitor chemically bonded sand systems. These standardized tests are inefficient for two reasons.
