This study developed a methodology to estimate the damage caused by flooding, such that caused by Hurricane Harvey, on a road or street network. The flooded street or pavement sections are identified using GIS flood maps with street GIS maps used for pavement management systems (PMS) by cities or state authorities. Then the damage caused by flooding directly through the increase moisture in foundation layers or indirectly due to the increase heavy traffic during the relief effort is estimated. The study aimed to fundamentally understand how soil strength and hydraulic properties are impacted by recurring cycles of wetting and drying induced by climate variability, with the practical implication of forecasting the stability of highway embankment slopes. The review of literature on the effects of long-term cyclic wetting-drying phases on hydro-mechanical properties of clayey soils suggests that only a few cycles of wetting and drying can impact the strength and hydraulic conductivity, where the latter can increase several orders of magnitude. This research investigated the use of locally produced ultra-high performance concrete (UHPC) as a grouting material to repair deteriorated shear keys. Shear keys are used in adjacent girder superstructures to produce monolithic behavior and load transfer across the structure. Shear key durability is a concern since shear key degradation can jeopardize the integrity of the structure. Transportation agencies have reported that 75% of distress in adjacent girder bridges is due to cracking and de-bonding along shear keys. Flooding are likely to increase worldwide due to climate change. Large storms, referred here as superstorms, defined as events with return period equal or larger than 100 years, can lead to an increase of property damages and loss of life. The ability to predict and plan for the impacts of superstorms on transportation infrastructure is key to mitigate future damages and losses. This study analyzed 51 combinations of future projections for representative concentration pathways (RCP) 4.5 and 8.5 scenarios, which were used to calculate future 1st and 3rd quartiles, median, minimum and maximum intensity-duration-frequency curves (IDF).
