The state of Ohio is in a region that commonly experiences drastic changes in weather. States with similar climates are susceptible to pavement cracking and failures due to the frequent or extreme freeze-thaw cycles. Freeze-thaw cycles, paired with de-icing chemicals that are frequently placed on roadways during the winter months will most likely lead to pavement cracks and failure. Ohio Department of Transportation (ODOT) routinely repairs and replaces sections of concrete roadways and bridge decks. Therefore, ODOT is seeking durable, cost-effective materials to repair smaller pavement failures.

Because of numerous freezing and thawing cycles happening during the year in the state of Ohio, pavement partial-depth patching has become a common maintenance activity in this state. Whether driving a car in the real world or a simulator vehicle in a computer generated world, the procedural aspects of driving are very similar. The steering wheel is used to control the direction of the vehicle while the accelerator and brake pedals are used to control the speed. This similarity means that people who already possess the skill of driving in the real world are expected to transfer those existing skills to drive a simulator vehicle. The Ohio Transportation has identified the need to specify durable, more permanent high performing pavement and bridge deck patching materials. These materials need to allow for expedited pavement and bridge deck wearing surface repair for worker and user safety. Currently, either temporary or generally specified in-kind or like materials are being used to perform pavement patching. Usually, the Department provides generically specified cementitious or cold mix asphalt materials for patching wearing surfaces with varied performance characteristics.
