Unintentional releases of hazardous gases have led to significant injuries and fatalities in severe cases. Field tests can be used to release hazardous gases to document and evaluate the behavior of the gases. Chlorine is an especially hazardous gas due to its toxicity. The Jack Rabbit II Phase I field tests released chlorine within a mock urban environment (MUE) consisting of Conex containers arranged in rows to simulate buildings and streets. Hazardous gases are increasingly becoming a large safety concern as the world continues to grow and industrialize. The modeling of when hazardous gases breach containment is an extremely important objective of consequence assessment planning and response. To improve the understanding of the variability inherent in passive gas releases, a test program to demonstrate the variability of gas concentration measurements at different location in a passive gas plume released from an area source in the ultra-low speed wind tunnel at the Chemical Hazards Research Center. The 2015 Jack Rabbit (JR) II field trials were conducted to improve understanding of the denser-than-air dispersion of chlorine in an urban environment. The field study involved five large-scale, outdoor release trials of chlorine in a mock urban environment (MUE) at Dugway Proving Ground (DPG). Various instrumentation was deployed, including JazTM Ultraviolet-Visible (UV-Vis) point sensors capable of measuring gas-phase chlorine concentration throughout the mock urban array.

Along-wind dispersion, or stretching of the cloud in the direction of the wind, plays an important role in the concentration and modeling of contaminant releases in the atmosphere. Theoretical and empirical derivations were compared for appropriate parameterization of along-wind dispersion. Available field data were analyzed to evaluate and improve previous parameterizations of the along-wind dispersion coefficient, σ_x. An experimental test program was developed and executed in an ultra-low speed wind tunnel at the Chemical Hazards Research Center to determine the effects of the time distribution coefficient on true finite-duration releases from an original area source.
