Included in this publication are wage and salary figures for the major salaried and hourly county highway positions in Indiana. In addition, the numbers of employees working under each job title are tabulated, and the ratio of total number of employees per mile of county road is displayed. The following series of tables are divided into four categories: administration, maintenance and repair, general and undistributed, and cumulative bridge. The appendix presents the recommended methods for calculating the labor burden for both salaried and hourly employees. This handbook gives the basic principles and provides examples for the design, application, installation, and maintenance of the various types of traffic control devices used in temporary traffic control or for incident management. The guidelines presented are in accordance with the standards provided within the Indiana Manual for Uniform Traffic Control Devices (IMUTCD). This handbook is based upon one created by the Ohio Department of Transportation, Guidelines for Traffic Control in Work Zones. This report presents the results of a study whose objective was to use the condition of local transportation infrastructure to identify the funding level required to maintain the infrastructure and then compare this with existing funding to determine the adequacy of the current funding. The basic finding of the study is evidence that there is a severe shortage of funds to adequately maintain local transportation facilities.
