Successful space-based technologies like satellite imagery and GPS have increased military demand for a rapid-response launch capability. AF Space Command's Operationally Responsive Spacelift program was developed to ensure that the AF has the capability to launch a payload into orbit within hours of a tasking notification, and requires development of a new space launch vehicle. The Reusable Military Launch Vehicle (RMLV) is currently in the design phase. The AF Research Laboratory sponsored development of the MILEPOST simulation model in order to assess the turnaround time, and thus responsiveness, of various design alternatives. Reliability-centered maintenance is an approach to analyzing how and when equipment fails in order to maintain a desired level of performance or functionality. It employs the use of failure modes, effects and criticality analysis to rank order potential failures, and combines this rank order with the use of a prescribed decision logic process to determine what preventive maintenance tasks should be performed and when. Reliability-centered maintenance analysis has been used by the United States Navy, the United States Coast Guard, and commercial airlines to develop and update preventive maintenance programs for their aircraft for many years. Logistics test and evaluation, performed during the developmental test and evaluation effort, is an integral part of the aircraft acquisition process. However, there has been no standard approach to conducting logistics test and evaluation. This study researched past and present approaches to aircraft logistics test and evaluation to determine the most effective method for future programs. We conducted this study using the Delphi method. We solicited the expert opinions of 32 individuals from the logistics test and evaluation field using two rounds of questions.
