The Highway Beautification Act of 1965, Public Law 89-285, has as one of its main purposes "the control of outdoor advertising along interstate and all Federally aided primary highways "in order to protect "the public investment in such highways, to promote the safety and recreational value of public travel and "to preserve natural beauty." The Secretary of Commerce, in cooperation with the state highway departments, was authorized to make a comprehensive study of the economic impact of such legislation on affected individuals and commercial and industrial enterprises.

A study was conducted to evaluate the theoretical and practical aspects of using an automobile as a testing device for measurement of pavement slipperiness. Every parameter and significant event in the excursion history of a skidding automobile was measured and recorded. The resultant skid-resistance values, twenty-five in all, were compared and correlated. As a result of the study, the measurement of time in the velocity increment between 30 mph to 20 mph was selected as an interim standard test. The Department's study began late in 1962 and was undertaken as a review and analysis of the main body of highway law; but, of course, any subsequential objectives--stated or implied-remained contingent upon and would become a natural consequence of the first-mentioned type of inquiry and the improbablity of discovery.
