Wavelet based image coding has been shown to be an effective method, especially at low bit rate. Two successful approaches, space-frequency quantization (SFQ) and set partitioning in hierarchical trees (SPIHT) were proposed to predict insignificant wavelet coefficients. However, both of them employ a simple scalar quantization scheme instead of powerful vector quantization for coding of the significant wavelet coefficients. In this paper we propose a new image coding method that combines the SPIHT type set partitioning technique with classified vector quantization. It is well known that there exist both natural materials (such as milk or sugar solution) possessing chiral (or handed) properties, as well as an increasing list of man-made materials (such as sodium bromate) that exhibit chirality. One of the principal properties of chirality is that light of any arbitrary polarization, when propagating through a chiral material, splits up into two circular polarizations propagating in different directions. In the past decade or longer, researchers have investigated electromagnetic transverse (plane) wave propagation across a non-chiral/chiral interface, and determined the electromagnetic Fresnel coefficients for such propagation. Ladar systems are an emerging technology with applications in many fields. Consequently, simulations for these systems have become a valuable tool in the improvement of existing systems and the development of new ones. This paper discusses the theory and issues involved in reliably modeling the return waveform of a ladar beam footprint in the Utah State University LadarSIM simulation software. Emphasis is placed on modeling system-level effects that allow an investigation of engineering tradeoffs in preliminary designs, and validation of behaviors in fabricated designs. This paper presents an evaluation of the end-to-end latency of a fault-tolerant CORBA infrastructure that we have implemented. The fault-tolerant infrastructure replicates the server applications using active, passive and semi-active replication, and maintains strong replica consistency of the server replicas. By analyses and by measurements of the running fault-tolerant infrastructure, we characterize the end-to-end latency under fault-free conditions. The main determining factor of the run-time performance of the fault-tolerant infrastructure is the Totem group communication protocol, which contributes to the end-to-end latency primarily in …

Kalman filters are often used to estimate the state variables of a dynamic system. However, in the application of Kalman filters some known signal information is often either ignored or dealt with heuristically. For instance, state-variable constraints (which may be based on physical considerations) are often neglected because they do not fit easily into the structure of the Kalman filter. Thus, two analytical methods to incorporate state-variable inequality constraints into the Kalman filter are now derived. This paper proposes a new mechanism, which addresses the excessive advance reservation requirements of QoS guarantee methods for mobile Internet. To save resources for excessive advance reservations, the proposed mechanism employs a movement detection scheme for a mobile host (MH) using link-layer functionalities. With the movement detection scheme, advance reservations can be established at only where a MH is likely to visit soon. This paper presents a game theory approach to the constrained state estimation of linear discrete time dynamic systems. In the application of state estimators, there is often known model or signal information that is either ignored or dealt with heuristically. For example, constraints on the state values (which may be based on physical considerations) are often neglected because they do not easily fit into the structure of the state estimator. This paper develops a method for incorporating state equality constraints into a minimax state estimator. The algorithm is demonstrated on a simple vehicle tracking simulation.

Adaptive/active optical elements are designed to improve optical system performance in the presence of phase aberrations. For atmospheric optics and astronomical applications, an ideal deformable mirror should have sufficient frequency bandwidth for compensation of fast changing wave front aberrations induced by either atmospheric turbulences or by turbulent air flows surrounding a flying object (air optical effects). In many applications, such as atmospheric target tracking, remote sensing from flying aircraft, boundary layer imaging, laser communication and laser beam projection over near horizontal propagation paths the phase aberration frequency bandwidth can exceed several kHz. We present the concept development of a novel atmospheric compensation system based on adaptive tiled fiber array architecture operating with target-in-the-loop scenarios for directed beam applications. The adaptive tiled fiber array system is integrated with adaptive beam director (ABD). Wavefront control and sensing functions are performed directly on the beam director telescope primary mirror. The beam control of the adaptive tiled fiber array aims to compensate atmospheric turbulence-induced dynamic phase aberrations and results in a corresponding brightness increase on the illuminated extended object. The Galileo mission to Jupiter was formally approved by the United States Congress in 1977, several years before the space shuttle Columbia made its maiden flight into Earth orbit. The mission was a cooperative project involving scientists and engineers from the United States, Germany, Canada, Great Britain, France, Sweden, Spain, and Australia.
