Highway roughness is a concern for both the motoring public and highway authorities. Roughness may even increase the risk of crashes. Rail-highway grade crossings are particularly problematic. Roughness may be due to deterioration or simply due to the way the crossing was built to accommodate grade change, local utilities, or rail elevation. With over 216,000 crossings in the US, maintenance is a vast undertaking. While methods are available to quantify highway roughness, no method exists to quantitatively assess the condition of rail crossings. This thesis presents an investigation of arterial travel time and reliability. Specifically an examination of the proposed arterial travel time reliability performance measures detailed in Federal Highway Administration’s Notice of Proposed Rulemaking on national performance management measures are performed. These measures, including level of travel time reliability and peak hour travel time ratio, are computed and compared to those currently used to quantify congestion and travel time reliability. Commercially available unmanned aerial systems (UAS) and photogrammetry software have undergone rapid advancements in recent years. However, the use of UAS and photogrammetry techniques for monitoring surface landform deformation has not been adopted for the most part due to complicated workflows and complex UAS systems. This study demonstrates the ability to monitor landslides in near-real time with commercially available UAS and photogrammetry software using direct georeferencing and co- registration techniques. The results of this research were then assessed to develop an optimal workflow for the rapid assessment of surface deformations with direct georeferenced UAS obtained imagery and photogrammetry software.

Underwater explosions pose a significant threat to waterborne infrastructure though destructive pressure waves that can travel significant distances through the water. However, the use of bubble screens can attenuate the peak pressure and energy flux created by explosions to safe levels. This study investigates the prediction of pressure wave characteristics based on accumulated data, the damage potential of underwater explosions based on applied loads and effective material strength, and the bubble screen parameters required to prevent damage. The results were compiled to form a procedure for the design and implementation of a bubble screen the protection of waterborne infrastructure.

Annual average daily traffic (AADT) is used to estimate intersection performance across Kentucky. The Kentucky Transportation Cabinet (KYTC) currently collects AADTs for state maintained roads, but lacks this information on local roads. A method is needed to estimate local road AADTs in a cost-effective and reasonable manner. A literature review was conducted on AADT models and found no models suitable to Kentucky. Therefore an AADT model using non-linear regression was developed for local roads in Kentucky

The current state of art concentrates primarily on fully wrapped RC columns and few studies dealt with partially wrapped columns. For this study, the main material to be investigated is Class F fly ash that originates from the combustion of Appalachian coal. Alone, fly ash exhibits poor strength properties and is susceptible to liquefaction when subject to dynamic loading. Each year, over 2 billion tons of hazardous materials are shipped in the United States, with over half of that being moved on commercial vehicles. Given their relatively poor or nonexistent defenses and inconspicuousness, commercial vehicles transporting hazardous materials are an easy target for terrorists. Before carriers or security agencies recognize that something is amiss, their contents could be detonated or released. From 2006 to 2015, the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) recorded 144,643 incidents involving a release of hazardous materials.
