The first vital step to leaning an operation is to model or map the processes used to deliver value in that operation. This allows the requisite understanding of where waste and non value-adding activity exists, and provides the foundation for improvement. Current protocols for modeling operations present the basic tenets for lean mapping, but tend to be based in manufacturing language, and are not easily adapted to capital facilities projects. “Green” or “sustainable” capital projects delivered using current project delivery systems seem to be laden with hidden waste. The civil engineering profession, in an adaptive reaction to emerging roles for civil engineers, is recognizing the need for new engineers to possess a more robust skill set than just the typical design background. This paper describes the efforts of Clemson Engineers for Developing Countries (CEDC) to fulfill the more nontraditional and often unaddressed “learning outcomes” noted by ASCE’s Civil Engineering Body of Knowledge for the 21st Century as important prerequisites for licensure. The learning outcomes are addressed through ongoing international service learning projects in Cange, Haiti. This dissertation is aimed at applying probabilistic approaches to evaluating the basal-heave stability and the excavation-induced wall and ground movements for serviceability assessment of excavation in clays. The focuses herein are the influence of spatial variability of soil parameters and small sample size on the results of the probabilistic analysis, and Bayesian updating of soil parameters using field observations in braced excavations. Simplified approaches for reliability analysis of basal-heave in a braced excavation in clay considering the effect of spatial variability in random fields are presented. This report presents an optimal control methodology designed to reduce the electrical consumption and operating costs at Army water supply pumping stations. The methodology, contained in a computer program called Optimal Control of Pumping Stations (OCOPS), enables water utility managers and operators to reduce the electrical consumption at pumping stations while maintaining adequate storage and system pressures for fire protection. OCOPS can be applied to any water distribution system and is not limited to any number of pumps, pump stations, or storage tanks within the system. Out of the 7,138,476 motorcycles operating on U.S. roads, 346,925 were registered in the state of Ohio in the year 2007. Although motorcycles represent only 2.8% of all registered vehicles in the state of Ohio, motorcycling accounts for more than 13% of Ohio highway traffic fatalities. Since 2005, Ohio has had a distressing distinction of being among the fifteen states that have sustained more than half of all motorcycle fatalities recorded in the USA (NHTSA 2007; NHTSA 2008a). The superior safety record of modern roundabouts is well known in Western Europe, Australia and in most British-influenced countries around the world. The experience from a single modern roundabout installed in the City of Manhattan, Kansas, some three years ago, also shares the same experience. A major study of the performance of Manhattan, Kansas, modern roundabout was conducted at Kansas State University (KSU) and was co-sponsored by Mac-Blackwell National Rural Transportation Study Center, Kansas State University, and the City of Manhattan. Due to the tremendous political, economic and environmental pressures the transportation sector is facing, the United States finds itself devoting more energy to innovative solutions like electric vehicle (EV) technologies. The first objective of this study was to analyze how utilizing real-time information dissemination transferring capabilities to vehicles, as envisioned in the 'connected vehicle' system, could effectively facilitate the EV charging process at fast-charging stations. By simulating a traffic network of EVs in Matlab, it was found that the total time due to the battery charging process could be optimized for EVs that were able to use connected vehicle communications. …

The aim of this paper was to analyze traffic crash data by using a simplified method in determining significant factors that increase the risk of a motorcyclist being fatally injured once involved in a motorcycle crash in Ohio. The concept of overrepresentation, which is similar to relative risk, was used in identifying significant variables associated with the elevated risk of a motorcycle crash resulting into a fatality. The overrepresentation factor (ORF) was calculated for each variable of interest. Steel reinforcing bar (rebar) corrosion due to chlorine ingress is the primary degradation mechanism for bridge decks. In areas where rock salt is used as a de-icing agent, salt water seeps into the concrete through cracks, causing corrosion of the rebar and potentially leading to catastrophic failure if not repaired. This project explores the use of radio frequency identification (RFID) tags as low-cost corrosion sensors. RFID tags, when embedded in concrete, will fail due to corrosion in the same manner as rebar after prolonged exposure to salt water. The ability of state DOTs to adequately clear roadways during winter weather conditions is critical for a safe and effective freight transportation system. Variables affecting winter maintenance operations include the type of precipitation, air and pavement temperature, traffic, wind, time of day, day of week, and maintenance equipment.
