Commercial vehicles are crucial for the urban economy, but they generate negative impacts as well. This leads to restrictions such as a reduction in the number of loading zones. The result is that commercial drivers spend a significant amount of time searching for available loading zones. To avoid searching for parking, some commercial drivers double park, which causes traffic congestion. Therefore, the number of loading zones should be set properly. This is a challenge since freight movement data available to transportation agencies is typically void of commodity and industry information, factors that tie freight movements to underlying economic conditions. The Arkansas Department of Transportation (ARDOT) has identified bridge deck cracking shortly after concrete decks are placed and prior to applying traffic loads. Previous researchers have confirmed improper construction practices and design methods can lead to deck cracking. Currently, many contractors throughout Arkansas are using continuous deck pours. This construction approach may restrict the concrete slab from movement during early age shrinkage, causing tensile stresses to develop. The final stresses at the end of construction must be lower than the concrete tensile strength, if not cracking issues will develop. Weigh-in-Motion (WIM) sensors are installed on mainline lanes at highway locations to record vehicle weights, axle spacing, vehicle class, travel speed, vehicle length, and traffic volume. These data elements support effective transportation planning, infrastructure design, and policy development. Therefore, it is important that WIM sensors supply accurate data. After initial installation and calibration, WIM systems may experience measurement drifts in weight and axle detection. Recalibration takes two general forms: (a) On-site calibration involving running trucks of known weight over WIM scales and (b) Auto-calibration methods involving comparisons to assumed reference weights. Early-age plastic shrinkage cracking is a common problem with the construction of concrete bridge decks due to the high surface area-to-volume ratio and exposure to potentially detrimental environmental effects. Curing regimens are utilized to mitigate cracking risk during the plastic stage of the concrete; the curing regimens evaluated for this study were wet burlap-polyethylene sheeting, two acrylic curing compounds, and one lithium compound. Capillary pressure in the water filled pores has been shown to correlate to the plastic shrinkage cracking risk of concrete. An experimental study was conducted to characterize the chemical, molecular, and rheological properties of different asphalt emulsions including a newly introduced tire rubber modified asphalt emulsion. One tire rubber modified asphalt emulsion (CRS-2TR), two conventional emulsions (CRS-2 and CRS-2P), and one asphalt rubber binder (AC20-5TR) were evaluated. The differences in functional groups, chemical composition, and molecular weight distribution of the asphalt binder and emulsions under different aging conditions (Original, RTFO-aged, and PAV-aged) were evaluated by the Saturates, Aromatics, Resins and Asphaltenes (SARA) fractionation test, High-Pressure Gel Permeation Chromatography (HP-GPC), and Fourier Transform Infrared Spectroscopy (FTIR) test, respectively. A new generation of Ultraviolet (UV) light-induced self-healing polymers was introduced for the asphalt pavement application with the aim to enhance pavements durability while increasing its service life. The developed self-healing polymer was mixed with asphalt binder using two different methods, passive and reactive. For the passive method, the cured self-healing polymer was ground to smaller particle size and then it was mixed with asphalt binder using a high shear stirrer and at a high temperature. The truckload industry faces a serious problem of high driver shortage and turnover rate which is typically around 100\%. Among the major causes of this problem are extended on-the-road times where drivers handle several truckload pickup and deliveries successively; non-regular schedules and get-home rates; and low utilization of drivers dedicated time. These are by-and-large consequences of the driver-to-load dispatching method, which is based on point-to-point dispatching or direct shipment from origin-to-destination, commonly employed in the industry. For unbound materials like soils and aggregates, Resilient Modulus (MR) is the most critical input parameter affecting layer response under vehicular and environmental loading. In many communities, pedestrian infrastructure is poorly maintained. One challenge is finding sustainable and equitable funding since many municipalities across the country require adjacent property to maintain and repair sidewalks adjacent to their property. These policies are difficult to enforce, may place a high cost on lower-income households, and may be partly responsible for the poor condition of many sidewalks. The following report explores five different pedestrian risk estimation methods at urban intersections. Six study intersections in Tillamook, Oregon were chosen as a case study to analyze each risk estimation method and apply the values to a project prioritization process. Ultimately, risk factors of both exposure and infrastructure contribute to the highest amount of risk for pedestrians. The Oregon Department of Transportation's State Planning and Research Report 779 was identified as the most comprehensive risk estimation method.

Surface cracking is one of the major surface distresses in asphalt concrete (AC) pavement, allowing water infiltration through the cracks, causing stripping in asphalt pavement layers, and weakening and deteriorating the base and/or subgrade. Its treatment, therefore, is one of the major activities in pavement preservation for many state DOTs. To measure in-service pavement structural capacity, surface deflection under a defined load has been typically used. This thesis presents the results of a mathematical analysis of various live load combinations on highway bridge spans up to 304.8 meters (1,000 feet) total lengths. The analysis included continuous beams, but only the results for simple beams is presented. The analysis was performed using an independently developed Microsoft EXCEL spreadsheet computation, based on superposition and classical mechanics.

In this paper, three types of traffic noise barriers, interlocking steel panels, precast concrete panels, and Paragon panel 23-T, were evaluated in terms of insertion loss. Field test was conducted for the noise barriers recently installed as part of the Northwest Express Project in Georgia. The noise insertion loss was measured as noise difference in A-weighted decibels (dBA) immediately before and after the barriers. The insertion loss was then evaluated by correlating with noise barrier types and other influential variables, including the separation distance of barriers from traffic, the level of traffic, wind speed, and pavement types.
