Phased construction is a common technique utilized to allow bridges to remain partially open to traffic throughout the construction process. The segment of the bridge deck that is constructed second cures under the effect of traffic-induced vibration transmitted from the adjacent bridge-deck segment, which is open to traffic. However, subjecting bridge decks to traffic-induced vibration during early-age curing raises concerns about the durability of the decks. As Adaptive Traffic Control (ATC) is increasingly being implemented by various traffic agencies, careful evaluation is needed of the degree to which a given ATC implementation improves traffic signal performance. The present study details the evaluation of ATC for two arterial corridors in the City of Omaha, Nebraska. Several performance measures were used across two stages of ATC implementation as well as during the unanticipated COVID-19 lockdown stage.
The average travel time and variability in travel time showed that Stage 1 of ATC implementation in Omaha did not improve traffic signal performance for the study’s main corridor, Dodge Street. This …

A team of geotechnical, structural, hydraulic, environmental, and transportation experts collaborated to provide engineering solutions to the Cornhusker Council in an effort to solve the current problems facing their Outdoor Education Center. This results of this project provided the structural design of three bridges on the property, transportation plans for two parking lots and roadway design, geotechnical recommendations for soil testing and erosion prevention, and an environmental and hydraulic analysis of the property. A major challenge in the design of this project is the consideration of the dangers and regulations that accompany the floodway and floodplain regions on site. Various …

(First Paragraph) Academic research ships in the United States are the envy of many scientists around the world. A great strength of our system is the diversity of ships and operators: users have a choice, the system can change. A weakness of the system is that very diversity: sometimes it is hard for us to act together. Nevertheless, we now must act together. The vitality of the academic fleet in the coming decades is at stake. The reason is simply because many of our ships, especially in the intermediate size range, will soon reach the end of their useful life.

Kentucky has been involved in several projects relating to the development of a Life Cycle Cost (LCC) analysis procedures of pavement structures. Research projects have been conducted by the Kentucky Transportation Center dealing with development of a more robust LCC procedures for pavement analysis. A research project has also been conducted developing network level LCC procedures. These procedures are currently in the evaluation phase and have not been implemented into current Kentucky Transportation Cabinet procedures. Life Cycle Costs analysis is utilized on various projects throughout Kentucky to evaluate various pavement construction and rehabilitation alternatives.

Kentucky Transportation Center Research Report
The objective of this study was to establish 1998 safety belt and child safety seat usage rates in Kentucky. The 1998 survey documents the continuing results from enacting a statewide mandatory safety belt law in 1994. Data were collected at 100 sites and combined based on vehicle miles travelled for a given type of highway, rural or urban location, and county population category. Also included in the report is an analysis of accident records evaluating the effectiveness of safety belts.
The data show that the usage rate has stabilized at a level slightly below the high value which occurred in …

In January 1998, Minteck Resources requested that the Kentucky Transportation Center at the University of Kentucky perform a feasibility study to determine if a hydrated lime byproduct produced at the Carbide/Graphite facility in Calvet City, Kentucky can be used as a substitute for hydrated lime as a soil subgrade stabilizing agent. According to personnel of Carbide/Graphite Group, Incorporated, the byproduct contains a high percentage of hydrated lime.

The objective of this study was to use and evaluate various SHRP work zone devices. Experience with the use of these devices was obtained through trial use by the Kentucky Transportation Cabinet and various city, county, and private agencies. The devices included in the study included:
- Flashing Stop/Slow Paddle
- All-Terrain Sign and Stand
- Portable Rumble Strip
- Opposing Traffic Lane Divider
- Intrusion Alarm
The experience with the flashing stop/slow paddles was very positive indicating the potential for expanded use in the future. Six different models of flashing paddles were evaluated with some having better results than others. While the all-terrain stand …

The objectives of this report were to document the activities and evaluate the effectiveness of a regional traffic safety improvement program in the Green River Area Development District (GRADD). This is a seven county region in western Kentucky. The goals of the program were to reduce the numbers of motor vehicle fatalities and injuries, to increase safety belt usage, and to increase public awareness of the effects of alcohol-related and high speed driving in rural areas.
A full-time employee was hired by GRADD to manage the program. A Citizen Advisory Board (CAB) was established in each county. Each CAB formulated …

The objective of this project was to evaluate and document the various incident management techniques used by the Lexington Fayette Urban County Government (LFUCG) to alleviate the impact of incidents on highways in Fayette County. Components included in the evaluation included: 1) establishment and use of traffic diversion routes, 2) use of variable message signs, 3) use of detour signing, 4) use of arrow board signs, 5) improvement of existing incident detection and verification through enhanced computerized mapping, 6) use of linked motion detection equipment, and 7) development of a public information program. The purpose of this project was to use a public information and education campaign, along with increased enforcement, to reduce the problem of red light running (RLR) in Lexington, Kentucky. The objective of this portion of the project was to evaluate the effectiveness of the campaign.
The mail and telephone surveys, taken before and after the campaign, revealed that the RLR program had been successful in improving public awareness of the problems associated with disregarding traffic signals. About 60 percent of the respondents recalled seeing or hearing ads or information dealing with red light running. Approximately one-half of the respondents …
