Kentucky Transportation Center Research Report

The objective of this research evaluation was to evaluate the reference markers which were installed on sections of interstates and freeways in the Cincinnati-northern Kentucky area, the Lexington-Fayette Urban County area, the Louisville-southern Indiana area, and the Indianapolis area. The evaluation was conducted to determine if the use of reference markers at spacings of 0.1 or 0.2-mile intervals could improve the effectiveness of the emergency response and incident management processes. This report presents the of seismic evaluation of the Ohio river bridge on US51 at Wickliffe, Kentucky. The main bridge is a five-span single-deck cantilever through-truss type. The approach bridge has 21 spans on the Kentucky side and 6 spans on the Illinois side. Although this bridge has not yet been subjected to a moderate or major earthquake, it is situated within the influence of the New Madrid seismic zone.

As a Model Deployment State for CVISN (Commercial Vehicle Information Systems and Networks), Kentucky is valuating and improving its procedures related to commercial vehicle administration and enforcement. As part of this effort, the Kentucky Transportation Center (KTC) was asked to investigate the frequency of registration-related violations at Kentucky weigh stations and the potential effectiveness of a license plate recognition (LPR) system in detecting and deterring such violations. Typical violations considered in the investigation included using an expired license plate, hauling weight in excess of the truck’s registered weight, or traveling in Kentucky without proper authority.

Kentucky has been involved in several projects relating to the development of a Life Cycle Cost (LCC) analysis procedures of pavement structures. Research projects have been conducted by the Kentucky Transportation Center dealing with development of a more robust LCC procedures for pavement analysis. A research project has also been conducted developing network level LCC procedures. These procedures are currently in the evaluation phase and have not been implemented into current Kentucky Transportation Cabinet procedures. Life Cycle Costs analysis is utilized on various projects throughout Kentucky to evaluate various pavement construction and rehabilitation alternatives.

This report documents the development of monthly and seasonal ADT factors for performing estimating AADT's. lt appears that seasonal factors can estimate AADT as well as monthly factors, and it is recommended that seasonal factors be used.

Hourly distribution factors were also developed in this study. These are to be used in life-cycle costing analyses for calculating queue lengths in estimating user delay costs.

In this study, a comparison was made between automatic vehicle classification counters and manual counts. For the type of equipment used, automobiles were overestimated, pickup trucks were underestimated, and Type 9's were also underestimated.

The purpose of this study was to continue the efforts begun in 1997 to monitor Kentucky public opinion regarding the quality of the highway system and also include a portion to measure satisfaction with the current drivers' license and registration renewal processes. Kentucky's 1998 public opinion is compared to data collected in 1997 to gage Kentucky's progress over the past year, and is compared to the NQI Survey done on the national level to show how Kentuckian's opinions compare to those nationwide.

This report includes an analysis of traffic accident data in Kentucky for the years of 1993 through 1997. A primary objective of this study was to determine average accident statistics for Kentucky highways. Average and critical numbers and rates of accidents were calculated for various types of highways in rural and urban areas. These data can be used in Kentucky's procedure to identify locations that have abnormal rates or numbers of accidents.

The objective of this study was to establish 1998 safety belt and child safety seat usage rates in Kentucky. The 1998 survey documents the continuing results from enacting a statewide mandatory safety belt law in 1994. Data were collected at 100 sites and combined based on vehicle miles travelled for a given type of highway, rural or urban location, and county population category. Also included in the report is an analysis of accident records evaluating the effectiveness of safety belts.

Starting 1 July 1992, KRS45.245 granted the Interim Joint Committee on Transportation oversight of the biennial highway plan, including a review of all authorized highway project phases that exceed their estimates by 15%.

Estimates developed using current methods were not sufficiently accurate to preclude cost overruns in excess of 15%. Estimates were prepared before design began in order for the project to be included in the six-year plan. These estimates were not revised after a more detailed scope was available.

There were 562 overruns >15% at a cost of approximately $265 million during the period 7/1/92-7/1/98. All overruns were approved …

Two prestressed concrete (P/C) I-girder bridges along the coal haul route system of Southeastern Kentucky were constructed with a 50 degree skew angle. One of the bridges has concrete intermediate diaphragms, while the other bridge has no intermediate diaphragms. Bridges of similar design along coal haul routes have experienced unusual concrete spalling at the interface of the diaphragms and the bottom flange of the girders. The purpose of this report is to identify the cause of the damage, and to evaluate the effectiveness of intermediate diaphragms.

This report documents the installation and performance of a 1219 mm (48-inch) corrugated smooth lined polyethylene (HDPE) pipe installed during reconstruction of US 127 in Owen County. The pipe installed was manufactured by Advanced Drainage Systems, Inc., and is designated as ADS N-12. pipe.

The culvert was installed in a 6-meter (20-foot) high embankment. The culvert pipe was installed in two sequences. The first half of the structure was bedded and backfilled with No. 8 stone and the second half of the structure was bedded and backfilled with pipe sand (crushed limestone).

The pipe appears to be performing well. The …

In a recent project for the Kentucky Transportation Cabinet (KYTC), researchers were tasked with developing a method to objectively evaluate the access for large trucks between intermodal or other truck traffic generating sites and the National Highway System (NHS). The routes evaluated were the actual roadway segments used by large volumes of trucks traveling between the intermodal or other facilities and the NHS. This choice to evaluate specific heavily used roadway segments, as opposed to evaluating an entire highway or roadway corridor was based on the recommendation of the state-wide Intermodal Advisory Panel which advised the Cabinet on intermodal issues. …

The objectives of this study were to: a) summarize the characteristics of drivers in Kentucky involved in traffic crashes and b) evaluate and recommend improvements to Kentucky's driver license point system. Comparisons of driving record were made by driver age and sex. The relationship between violations and traffic crashes was analyzed. The change in driving record after various interventions was investigated. Based on a review of the point systems used in other states and the analysis of the driver's license file, a revised point system was recommended for use in Kentucky.

A relatively new approach for designing or retrofitting highway bridges in seismic zones involves isolating the superstructure from the substructure. Through experimental and analytical investigations, this study evaluates the effectiveness of isolating one particular bridge: a highly skewed, prestressed concrete, slab-on-girder bridge. Dynamic testing of the bridge was performed using the pullback, quick-release method. A three dimensional finite element model of the bridge was created. It was refined, or calibrated, to match experimentally determined natural frequencies and mode shapes. Time-history analyzes, using site-specific acceleration records, were conducted for the seismically isolated bridge model and an identical, non-isolated bridge model.

In February of 1998, the Kentucky Transportation Cabinet requested that the Kentucky Transportation Center investigate three corrugated metal pipe culverts on the relocation project of KY 61. The pipes were installed in June and July of 1997. The embankments over the three pipes were completed In October of 1997. Based on the information that was gathered, it appears that the pipes were manufactured according to specifications. The gage of the pipe is on the lower end of acceptance. Kentucky Highway Investigative Task No. 24, "Recycled Concrete Pavement", (SSP-059-7965) involved the use of Recycled/Crushed Portland Cement Concrete (RPCC) for use as Crushed Stone Base (CSB) on the Thomas More Parkway in Kenton County, Kentucky. The Parkway, which connects Dudley Road to South Loop Road in front of the Thomas More College campus, was the first roadway to be built in Kentucky using recycled Portland Cement Concrete for crushed stone base. The objectives of this study were to investigate and analyze traffic accidents involving trucks and to study the relationship between heavy loads and truck braking efficiency. Field tests were made to determine the effect of increased loads on the ability of a truck to brake to a stop and determine if the trucks could meet the requirements of the Federal Motor Carrier Safety Regulations. The test combination truck with a gross weight of up to 151,180 was able to meet both braking distance and maximum G requirements.
