This dissertation explores how to better manage resources in mobile networks, especially for enhancing the performance of Unmanned Aerial Vehicles (UAV)-supported IoT networks. We explored ways to set up a flexible communication architecture that can handle large IoT deployments by making good use of mobile core network resources like bearers and data paths. We developed strategies that meet the needs of IoT networks and enhance network performance. We consider the problem of model selection using the Minimum Description Length (MDL) criterion for distributions with parameters on the hypersphere. Model selection algorithms aim to find a compromise between goodness of fit and model complexity. Variables often considered for complexity penalties involve number of parameters, sample size and shape of the parameter space, with the penalty term often referred to as stochastic complexity. Because Laplace approximation techniques yield inaccurate results for curved spaces, existing criteria incorrectly penalize complexity. This approach involves the incorporation of reusable, modular packages that can be incrementally added and upgraded throughout programs’ lifecycles. Practical modern product development, specifically rapid, lean efforts to create new disrupting or specialized products, face constraints that require modified requirements elicitation (RE) techniques. Requirements elicitation conventions have not been updated to address the challenges of these approaches, and industry practitioners lack the tools to select the most efficient techniques. Currently, there are only limited ways to increase mission success of CubeSats in terms of component and mission compatibility. The Payload Analysis Tool (PAT), developed by Air Force Institute of Technology (AFIT) students, combines the power of multiple tools to analyze payload compatibility on a single CubeSat bus. The Well-Optimized Linear Finder (WOLF) high-speed, phase-dominant, transfer function estimation method was developed by Professor William W. Arrasmith at Florida Institute of Technology. The novel, high-speed, transfer function estimation method is robust and can be applied to atmospheric turbulence compensation (ATC)/blind deconvolution optical imaging problems. The WOLF methodology uses a diversitybased approach with an adapted error metric to quickly remove effects of atmospheric turbulence and system noise effects present in an incoherent, optical imaging system. The purpose of this research is to develop a model-based approach to intelligence forecasting of a competitor’s system. This analysis currently uses a document-based practice to capture all knowledge of the forecast and its development. A framework of antithesis processes, or Anti-Processes, were derived from the systems engineering technical processes. This was then combined with analytical tradecraft from the field of competitive technical intelligence to build a SysML reference model, which was then applied to a small case study to enhance and refine the model. A new high-speed, high-accuracy general transfer function estimation method for diversitybased problems, known as the Well Optimized Linear Finder Algorithm (WOLF Algorithm), has been developed [1]. Compared to the traditional phase diversity ATC methods, the WOLF Algorithm has less computational complexity and better approximation of the Optical Transfer Function (OTF) and consequently the entrance pupil phases. We compare the time complexity between the traditional Phase Diversity atmospheric turbulence compensation approach and the WOLF Algorithm. The Department of Defense has adopted management tools, such as Manufacturing Readiness Levels (MRLs), which seek to address issues that have delayed the transition to production and delivery of deployment-ready systems. The MRL scale and assessment process institutes periodic reviews of products during the acquisition process. Specifically, MRLs provide a scale to measure, and importantly communicate, progress by evaluating and summarizing multiple aspects of product maturity. The purpose of this research is to explore the utility and current state of touchless technologies. Five categories of technologies are identified as a result of collecting and reviewing literature: facial/biometric recognition, gesture recognition, touchless sensing, personal devices, and voice recognition. A thematic analysis was conducted to evaluate the advantages and disadvantages of the five categories. A reference analysis was also conducted to determine the similarities between articles in each category. Touchless sensing showed to have the most advantages and least similar references. Gesture recognition was the opposite. Comparing analyses shows more reliable technology types are more beneficial and diverse.

This research develops a multi-criteria decision analysis model to quantify project complexity and inform decision-makers in resource-constrained organizations with the Tyndall Program Management Office (PMO) as a case study. The complexity score is used as a risk metric to determine the appropriate number of skilled or novice project managers to effectively manage the PMO portfolio to mitigate cost and schedule overruns. The research provides an innovative approach to consider manning levels at the PMO and other project management-focused organizations/sections.

The low cost, small form factor, and use of Commercial-Off-The-Shelf components make CubeSats an ideal platform for university use given their unique constraints. Since 2000, roughly 55% of CubeSats developed by universities fail to meet mission goals. Mission assurance, which is used to increase confidence in mission success, is based around traditional government programs, and does not provide an adequate road map for universities. Leaving them without specific guidance in tailoring mission assurance activities to operate within their constraints. This paper adapts these traditional practices to develop a baseline mission assurance framework for university CubeSat programs.
