Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

This submission provides support and explanations to the recommendation that specifications adopted for European applications of CableLabs’® Downstream RF Interface specifications (“DRFI”) should be maintained in accordance with the existing North American DRFI. It contains responses to a proposed changes offered by European proponents. This note addresses the in-channel (Active Output Channel) return loss requirements and the ‘Other Channels’ spurious and noise requirements.

Part of every UNLV engineering student’s academic experience, the senior design project stimulates engineering innovation and entrepreneurship. Each student in their senior year chooses, plans, designs and prototypes a product in this required element of the curriculum. A capstone to the student’s educational career, the senior design project encourages the student to use everything learned in the engineering program to create a practical, real world solution to an engineering challenge.

The Human Factors Analysis and Classification System (HFACS) is a theoretically based tool for investigating and analyzing human error associated with accidents and incidents. Previous research performed at both the University of Illinois and the Civil Aerospace Medical Institute has successfully shown that HFACS can be reliably used to analyze the underlying human causes of both commercial and general aviation (GA) accidents. These analyses have helped identify general trends in the types of human factors issues and aircrew errors that have contributed to civil aviation accidents. Low Earth Orbit (LEO) satellite networks are deployed as an enhancement to terrestrial wireless networks in order to provide broadband services to users regardless of their location. In addition to global coverage, these satellite systems support communications with hand-held devices and offer low cost-per-minute access cost, making them promising platforms for Personal Communication Services (PCS). LEO satellites are expected to support multimedia traffic and to provide their users with some form of Quality of Service (QoS) guarantees. Perceived Competence Of Aging Pilots, Laura M. Stelmach

This study investigated the relationship between age and the perception of competence of pilots by the traveling public. Scenarios were utilized that depicted an airline captain successfully landing an airplane amidst adverse conditions. Scenarios varied only by the age of the Captain: Young, Old, or Unspecified Age and that the Young and Old scenarios included a photo of the captain. Perceived effectiveness, competence, avoidance, blame, and attribution as depicted by the Captain's performance in the scenario were assessed by 180 participants in three age groups (18-34, 35-55, and 56 <). Results showed that pilot age is a factor in perceived competence of pilots as well as participant age.

The Ballistic Recovery System is an emergency parachute for single engine aircraft which, when released, lowers the aircraft to the ground to prevent terrain collision. This study sought to examine the effects of scenario-based training on pilot’s use of the BRS. Of particular interest was the point at which the pilot decides to deploy the BRS. Single pilot resource management was included as a training objective, as it encompasses relevant cognitive skills such as decision making and situational awareness. The results showed participants in the scenario-based training condition performed significantly better than participants in a traditional training condition on several …

In a rapidly changing environment, the behavior and decision-making power of agents may have to be adaptive with respect to a fluctuating autonomy. In this paper, a centralized fuzzy approach is proposed to sense changes in environmental conditions and translate them to changes in agent autonomy. A distributed coalition formation scheme is then applied to allow agents in the new autonomy to renegotiate to establish schedule consistency. The proposed framework is applied to a real-time logistics control of a military hazardous material storage facility under peace-to-war transition.

We consider a container terminal discharging and uploading containers to and from ships. The discharged containers are stored at prespecified storage locations in the terminal yard. Containers are moved between the ship area and the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to dispatch vehicles to the containers so as to minimize the total time it takes to serve a ship, which is the total time it takes to discharge all containers from the ship and upload new containers onto the ship. In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. This submission supported Broadband Innovations' (BI) opposition to relaxing the Out-of-Band Noise and Spurious specifications in QAM downstream transmission of Edge-QAM (“EQAM”) devices. The specifications relaxation was proposed by a consortium of equipment vendors who called it the Joint Proposal for Self-Aggregate noise and spurious (“JPSA”). This note explains why the adoption of the JPSA would strip CATV systems from having sufficient operational noise and interference margins.

Post submission note: Despite the overwhelming majority of the Working Group's acceptance and recommendation of the JPSA, CableLabs' Technical Board voted to accept BI's proposal and to reject the JPSA.

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

The event may be severe enough that the routine public health surveillance and monitoring system will be disrupted or the system will not be able to provide data quickly enough to support state and local decisionmaking. With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Maine construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099-Miscellaneous Income forms."

Military and civilian leaders have the responsibility to protect our Nation's critical infrastructure, communities, and symbols of American power from terrorists, home and abroad, as well as from natural disasters. To this end, assessments are conducted to reduce vulnerability. The literature offers multiple definitions of vulnerability and measurement has not been adequately addressed. Thus, the purpose of this research has been to develop and deploy a systems-based model that quantifies vulnerability to critical infrastructure.
