This article presents research conducted within the Vessel Traffic Service (VTS) domain. VTS is a service that is provided close to ports and geographically challenging areas to support merchant vessels in their navigation. Although VTS is legally an advice and assistance service, applying concepts from Cognitive Systems Engineering and Resilience Engineering can highlight how the joint human-machine system works to promote safe and efficient traffic movements. The VTS is a Joint Cognitive System that maintains control through a mixture of opportunistic and tactical control. A 5-year, pooled fund study with the Iowa, Minnesota, and Wisconsin departments of transportation assessed the public's perceptions of pavement improvement strategies and developed thresholds of satisfaction using the departments' physical indices, such as pavement ride and condition on rural, two-lane highways in the states. Approximately 3,600 drivers in the three states were involved in the three phases of the project, which included 18 focus groups, 400 statewide surveys in each state, and 2,300 targeted surveys across the three states. A multidisciplinary team from Marquette University and a mass media survey lab conducted the studies. A summary of focus group …

This presentation will discuss ongoing developments in a collaboration between the Purdue University Libraries and the Joint Transportation Research Program (JTRP). We will present a case study where a comprehensive work flow was developed that links technical report publication to cited data sets. The Libraries, JTRP, and researchers have leveraged this new model to increase research impact, reduce research redundancy, and incorporate data management into the research life cycle.

Household relocation modelling is an integral part of the planning process as residential movements influence the demand for community facilities and services. Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) created the Household, Income and Labour Dynamics in Australia (HILDA) program to collect reliable longitudinal data on family and household dynamics. Socio-demographic information (such as general health situation and well-being, lifestyle changes, residential mobility, income and welfare dynamics, and labour market dynamics) is collected from the sampled individuals and households. Traffic management is not formally organised in the maritime domain. Ships are autonomous and find their own way. Traffic is organised through rules, regulations, and “good seamanship”; it is a distributed system. In areas of high traffic-density support is proved by vessel traffic service (VTS) to promote traffic safety and fluency. VTS does not take control. This organisational structure has proven itself in situations with sufficient resources. When resources become insufficient (e.g. not enough sailing space), the traffic needs an organising mechanism. This chapter presents a background in cognitive processes such as problem-solving and analogical reasoning for considering modelling from an object-oriented perspective within the domain of requirements engineering. This chapter then describes a research project and the findings from a set of four cases which examine professional practice from perspective of cognitive modelling for object-oriented requirements engineering. In these studies, it was found that the analysts routinely built models in their minds and refined them before committing them to paper or communicating these models to others. The Research Quality Framework uses Thomson-ISI citation benchmarks as its main set of objective measures of research quality. The Thomson-ISI measures rely on identifying a core set of journals in which the major publications for a discipline are to be found. The core for a discipline is determined by applying a nontransparent process that is partly based on Bradford's Law (1934). Yet Bradford was not seeking measures about quality of publications or journals. How valid then is it to base measures of publication quality on Bradford's Law? Recent policy changes have directly affected the management and accessibility of publicly-funded research. On January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. Despite ongoing interest in deploying Information and Communication Technologies (ICTs) for sustainable development, their use in climate change adaptation remains under-studied. Based on the integration of adaptation theory and the existing literature on the use of ICTs in development, we present an analytical model for conceptualizing the contribution of existing ICTs to adaptation, and a framework for evaluating ICT success. We apply the framework to four case studies of ICTs in use for early warning systems and managing extreme events in LAC countries. Situation awareness (SA) is generally seen as a mental representation of the system state, an objective measure of the ‘situation out there’. In this article, the authors make an argument that SA can only have a meaning in relation to the task of the user and characteristics of the system. This will be argued with the help of a specific environment: vessel traffic monitoring. The long-time constants and the complex constraints imposed on the ship require that the operator monitoring the traffic has a good SA: the operator must make long-term predictions about possible traffic developments.
