This article, written for the inaugural issue of a new journal, analyzes the extent to which the convergence of broadcasting and telephony induced by the digitization of communications technologies is forcing policymakers to rethink their basic approach to regulating these industries. Now that voice and video are becoming available through every transmission technology, policymakers can no longer define the scope of regulatory obligations in terms of the mode of transmission. In addition, jurisdictions that employ separate agencies to regulate broadcasting and telephony must reform their institutional structures to bring both within the ambit of a single regulatory agency. The Federal Communications Commission’s recent Comcast decision has rejected categorical, ex ante restrictions on Internet providers’ ability to manage their networks in favor of a more flexible approach that examines each dispute on a case-by-case basis, as I have long advocated. This book chapter, written for a conference held in February 2009, discusses the considerations that a case-by-case approach should take into account. First, allowing the network to evolve will promote innovation by allowing the emergence of applications that depend on a fundamentally different network architecture. Most tertiary institutions have allocated ICT resources to provide alternatives to the previously used teacher-centred "chalk and talk" approach to learning and teaching. A new inverse kinematic solution for serial robot manipulators is represented in this paper. Major aims of this paper are to obtain singularity avoiding inverse kinematic solutions and formulize kinematic problems in a compact closed form. Our solution method is based on screw theory and it uses quaternions as a screw motion operator. Screw theory methods based on line transformation. We present a novel method of guiding a humanoid robot, including stepping, by allowing a user to move its head. The motivation behind this approach comes from research in the field of human neuroscience. In human locomotion it has been found that the head plays a very important role in guiding and planning motion. Dimensions of one kind of stainless steel plate before finish rolling were obtained through analysis of the rough rolling processes by finite element method and updated geometrical method. The FE models of finish rolling process with a front edge roll were built, and influences of the edge rolling reduction on the stress change in the plate edge during finish rolling were analyzed. In any given scene, a human observer is typically more interested in some objects than others, and will pay more attention to those objects they are interested in. This paper aims to capture this attention focusing behavior by selectively merging a fine-scale oversegmentation of a frame so that interesting regions are segmented into smaller regions than uninteresting regions. The aim of this study is to develop a unified optimization method to estimate the complete parameters about geometric calibration of system misalignment for both cone-beam CT and pinhole SPECT, and parameters about coordinate transformation of image registration for these detached systems. The uniform projection equations are derived for both cone-beam and pinhole imaging geometry. Kohonen's Self-Organizing Map is a popular method which allows the projection of high dimensional data onto a low dimensional display space. Models of Self-Organizing Maps for the treatment of graphs have also been defined and studied. This paper proposes an extension to the GraphSOM model which substantially improves the stability of the model, and, as a side effect, allows for an acceleration of training. The proposed extension is based on a soft encoding of the information needed to represent the vertices of an input graph. Experimental results demonstrate the advantages of the proposed extension.

Recently, several ID-based key sharing schemes have been proposed, where an initiation phase generates users' secret key associated with identities under the hardness of integer factorization. In this letter, we show that, unfortunately any key sharing scheme with this initiation phase is intrinsically insecure in the sense that the collusion of some users enables them to derive master private keys and hence, generating any user's secret key.

In this paper, we propose a low-complexity iterative joint channel estimation, detection and decoding technique for doubly selective channels. The key to the proposed technique is a segment-by-segment processing strategy under the assumption that the channel is approximately static within a short segment of a data block. Through a virtual zero-padding technique, the proposed segment-by-segment equalization approach inherits the low-complexity advantage of the conventional frequency domain equalization (FDE), but does not need the assistance of guard interval (for cyclic-prefixing or zero-padding), thereby avoiding the spectral and power overheads. This paper presents a novel discriminative approach for pave-ment scene understanding and obstacle detection in real-world images. It overcomes the heavy constraints in previous systems such as a simple background, a specic obstacle, etc. The approach we exploited extends the bundle method to incorporate pairwise correlations among neighboring pixels, and adopts graph-cuts as the inference engine to attain the approximation efficiently. A set of robust features on both local and multi-scale level is also introduced that captures the general statistical properties of pavements and obstacles. We study superposition coded modulation (SCM) with iterative linear minimum-mean-square-error (LMMSE) detection. We show that SCM offers an attractive solution for highly complicated transmission environments with severe interference. We analyze the impact of signaling schemes on the performance of iterative LMMSE detection. We prove that among all possible signaling methods, SCM maximizes the output signal-tonoise/interference ratio (SNIR) in the LMMSE estimates during iterative detection. Numerical examples are used to demonstrate that SCM outperforms other signaling methods when iterative LMMSE detection is applied to multi-user/multi-antenna/multipath channels. © 2009 IEEE.

We demonstrate the growth of graphene films on nickel substrates by chemical vapour deposition using acetylene at temperatures as low as 750 degrees celsius, opening a viable route for its scalable production. Raman spectroscopy was used to confirm defect-free mono and multilayer graphene at and above this temperature, and of defective graphene at lower temperatures. Atomic force microscopy and scanning electron microscopy performed directly on the films give an indication of graphene flake size, morphology and also the topography on substrate. This paper presents a new example that is more typical of the generic situation. This is the case of an algebra that admits only non-faithful traces, namely SUq.2/ and also KMS states. Following the pricing approach proposed by Zhu & Lian [19], we present an exact solution for pricing variance swaps with the realized variance in the payoff function being a logarithmic return of the underlying asset at some pre-specified discrete sampling points. Our newly-found pricing formula is based on the Heston's [8] two-factor stochastic volatility model. The discovery of this exact and closed-form solution has significantly improved the computational efficiency involved in computing the value of variance swaps with discrete sampling points.

A low-complexity low density parity check (LDPC) coded bit-interleaved coded modulation with iterative decoding (BICM-ID) scheme with orthogonal modulations is proposed. With a novel mapping strategy of coded bits to symbols, the proposed scheme is equivalent to a generalised LDPC code with Hadamard constraints and thus orthogonal demodulation can be merged into the iterative LDPC decoding process, resulting in a simpler implementation and a lower computational complexity.
