During the month of August 2008, 10 ozonesondes were launched from Hokkaido University in Sapporo, Japan as part of a study to examine regional pollution during the Olympic period. Seven of these soundings included a second instrument with a filter designed to remove SO2 from the intake air stream. SO2 interferes with the normal chemistry of the electrochemical cell (ECC) method for ozone detection, with the net result being that each molecule of SO2 registers as minus one molecule of O3. Thus the unfiltered sonde reports [O3] - [SO2] while the filtered sonde reports [O3]. Laboratory tests prior to launch …

This article explores how scientific and engineering principles are inexorably linked to the regulation of water. Scientists and engineers first discovered the link between disease and water sources in the mid-19th century. Over the years, scientists and engineers have led the way to identifying water quality problems and their causes. These discoveries have directly contributed to the scope of water regulation in the United States and elsewhere. This chapter introduces the role of the knowledge gatekeeper as a mechanism by which knowledge is created and transferred in a networked environment. Knowledge creation and transfer are essential for building a knowledge based economy. The chapter considers obstacles that inhibit this process and argues that leading firms create a shared socio-cultural context that enables the condivision of tacit meanings and codification of knowledge. Leading firms act as gatekeepers of knowledge through the creation of shared virtual platforms. In this paper we compare two different discharges that can be obtained in a DBD configuration, that is to say the filamentary discharge (usual regime in atmospheric DBD) with the Atmospheric Pressure Townsend Discharge (APTD), which is a homogeneous regime obtained in nitrogen atmosphere. The aim is to help in the understanding of the processes which control the transition from one regime to the other. To do so, the discharge is characterized through electrical measurements, coupled with optical diagnostics among which Laser Induced Fluorescence (LIF) for radical density measurements. The work presents selected results of atmospheric dispersion modeling and air quality impact assessment for pollutant emissions from installations of ArcelorMittal Poland S.A. Unit in Krakow (Poland). The assessment was carried out for the most unfavourable emission variant probable to take place in the period 2007-2016. In the calculations were taken into consideration typical for steelworks particle matter pollutants (total dust, heavy metals, tar substances and PAHs including benzo-a-piren) and gaseous substances (SO2, NO2, CO, HC, HCl, HF, NH3, HCN, H2S, CS2, H2SO4, BTX, phenol and pyridine). The work presents emission factors of main air pollutants for installations of ArcelorMittal Poland S.A. Unit in Krakow (Poland) in comparison with analogous characteristic emissions for iron and steel industry in West Europe. In the comparison four installations (to coke, sinter, pig iron and steel production) were taken into consideration. The emission rates from ArcelorMittal Poland S.A. Unit in Krakow were estimated on the basis of the emission levels and production data from 2004, when took place the most significant production of liquid steel during last several years. Conventional heterogeneous-traffic scheduling schemes utilize zero-delay constraint for real-time services, which aims to minimize the average packet delay among real-time users. However, in light or moderate load networks this strategy is unnecessary and leads to low data throughput for non-real-time users. In this paper, we propose a heuristic scheduling scheme to solve this problem. The scheme measures and assigns scheduling priorities to both real-time and non-real-time users, and schedules the radio resources for the two user classes simultaneously. Simulation results show that the proposed scheme efficiently handles the heterogeneous-traffic scheduling with diverse QoS requirements and alleviates the unfairness between real-time …

Consistency-based diagnosis relies on the computation of discrepancies between model predictions and sensor observations. The traditional assumption that these discrepancies can be detected accurately (by means of thresholding for example) is in many cases reasonable and leads to strong performance. However, in situations of substantial uncertainty (due, for example, to sensor noise or model abstraction), more robust schemes need to be designed to make a binary decision on whether predictions are consistent with observations or not. This paper reviews the algorithms used by Vector Signal Analyzers to measure Modulation Error Ratio (MER) and derives the explicit functional dependence of measured MER on phase noise of digital transmitters. The modulation error model is introduced and the analytical expression for key estimated parameters required to obtain MER measure are derived. The essential elements of algorithms employed by MER measurement instruments to estimate amplitude scale, frequency offset, and initial phase intercept and the resulting MER are identified. Pyridine hydrogenation in the presence of a surface monolayer consisting of cubic Pt nanoparticles stabilized by tetradecyltrimethylammonium bromide (TTAB) was investigated by sum frequency generation (SFG) vibrational spectroscopy using total internal reflection (TIR) geometry. TIR-SFG spectra analysis revealed that a pyridinium cation (C5H5NH+) forms during pyridine hydrogenation on the Pt nanoparticle surface, and the NH group in the C5H5NH+ cation becomes more hydrogen bound with the increase of the temperature. In addition, the surface coverage of the cation decreases with the increase of the temperature. A new one-dimensional infiltration and redistribution method is proposed as an alternative to the Richards equation (RE) for coupled surface and subsurface models. The proposed method discretizes soil water content into hypothetical hydraulically interacting bins. The entry and propagation of displacement fronts in each bin are simulated by means of explicit infiltration and drainage approximations based on capillary and gravitational driving forces. Wetting front advances within bins create water deficits that are satisfied by capillary-driven interbin flow. The method inherently provides numerical stability by precluding the need to directly estimate nonlinear gradients through numerical schemes. Comparisons of the performance of …

Determined malefactors have demonstrated the use of common systems as effective weapons against civilian infrastructures, e.g. commercial jetliners used as kinetic weapons and cell phones used to trigger explosive devices. This undergraduate research project investigated the possibility of using readily available stun gun devices for electro-magnetic interference with or disruption of personal computers. At present, the system effects of high power electromagnetic sources are well recognized by world scientific and military communities. Because the operation and control of most critical infrastructures are highly dependent on electronics, it is important to understand the vulnerability of those electronics to intentional electromagnetic interference (EMI). The possibility of interference using readily available consumer devices is a particular concern. We investigated the feasibility and effectiveness of using compact stun guns to intentionally interfere with electronic systems. Test articles included individual computers and computers networked through a central hub. 60KV and 600KV devices were used in the experiments. Results indicate that stun guns are effective in disabling digital electronic systems.

The physical and social fabric of the United States is sustained by a system of systems; a complex and dynamic network of interlocking and interdependent infrastructures (“critical national infrastructures”) whose harmonious functioning enables the myriad actions, transactions, and information flow that undergird the orderly conduct of civil society in this country. A novel online identification method is developed for nonlinear multi-input multi-output process modeling issue, which is based on kernel learning framework and named as online kernel learning (OKL) algorithm in this paper. This proposed approach can adaptively control its complexity and thus acquire controlled generalization ability. The OKL algorithm performs first a forward increasing for incorporating a “new” online sample and then a backward decreasing for pruning an “old” one, both in a recursive manner.
