The location, allocation, and utilization of military medical evacuation (MEDEVAC) resources significantly impact the quality and timeliness of medical care to injured troops. In 2009, Secretary of Defense Robert Gates introduced the Golden Hour mandate that entails the evacuation of critically-injured troops to military treatment facilities (MTFs) within an hour to prevent further complications. To develop high-quality policies that improve MEDEVAC system performance, several papers in the current literature assume that MTFs have both the capacity and capability of treating any patient, regardless of the type of injury. Applicant processing at Military Entrance Processing Stations (MEPS) is conducted via a batch arrival process by which all applicants arrive at the beginning of the processing day. Pursuit of alternate processing scenarios has never progressed beyond the pilot stage, possibly because the Command lacks a general decision support model to evaluate the impacts of proposed policies on applicant processing operations. This research creates a discrete event simulation of MEPS applicant processing operations and applies the model to three alternative applicant processing scenarios: split-shift, appointment- based, and express-lane. Results are examined and compared to benchmarks using multiple performance measurements.

The US military can no longer afford to be reactive, leaving critical cost analyses to the months and years following operations or full-scale conflicts. By leveraging cost in wargaming as part of the Joint planning process, DOD can provide Congress and the American taxpayers a range of potential costs associated with various military engagements that reflect fiscal and operational realities.

Various meta-modeling techniques have been developed to replace computationally expensive simulation models. The performance of these meta-modeling techniques on different models is varied which makes existing model selection/recommendation approaches (e.g., trial-and-error, ensemble) problematic. To address these research gaps, we propose a general meta-modeling recommendation system using meta-learning which can automate the meta-modeling recommendation process by intelligently adapting the learning bias to problem characterizations. This research explored the applicability of Bayesian methods to the problem of determining the reliability of a series system, a parallel system, and a bridge system. The time to failure of each component in each system is assumed to be exponentially distributed. A basic exponential case and a basic binomial case are also evaluated. In general, using simulated data and real data when possible, the Bayesian methods produced confidence intervals that were much tighter than the classical inference methods, thus allowing a decision maker to have higher confidence in making a decision. This thesis analyzes the effect Continental United States (CONUS) Time on Station (TOS) has on filling critical rated assignments. A SIMSCRIPT II.5 simulation model of the F15 and F16 pilots assignment process was developed. The simulation tested the effect of changing CONUS TOS from 3 years to 6 years in half year increments. Analysis of the number of unfilled rated assignments from simulation runs of 10 years in length indicated that changing CONUS TOS by itself has no statistically significant effect on model's output. This study examined the application of simple-to-use, low cost scheduling methods to the operating environment of a medium-sized manufacturing shop. Computer simulation was used to evaluate eighteen different scheduling algorithms, each the result of the combination of a loading and a sequencing rule; due date setting was not considered since due dates are exogenously set. The loading rules investigated were Minimum Machine Required, Lowest Average WIP, and Lowest Average Aggregate Priority Level. The sequencing rules investigated were Priority, EDD, FIS, SPT, Slack, and Slack Ratio. It has been the contention of some that current commercial wargames could possibly fulfill the education requirements addressed by the Air Force Wargaming Center. The Wargaming Center, lacking the opportunity to conduct a thorough, in-house analysis of these commercial wargames, requested an independent evaluation be performed. This thesis identifies potential commercial wargames and provides an analysis of those wargames to determine their ability to educate senior military officers in the application of aerospace power. This study investigates the use of the Ada programming language in combat modeling. It takes an existing combat model, the Animated Tutor for Air Combat Simulation (ATACS), and re-writes it into Ada. The new model also includes enhancements to the original model. ATACS+, as it is now called, is used as a learning tool in combat modeling classes at the Air Force Institute of Technology. ATACS+ consists of a preprocessor and a model, complete with two and three-dimensional graphics and engagement status reports. This thesis provides a prototype and methodology for integrating psychological operations (PSYOP) into the Joint Theater Level Simulation (JTLS) combat model. The requirement rose out of the need for aggregate-level training models to reflect the role of PSYOP so that commanders and their staffs can learn how to manage plan for, and conduct PSYOP within the context of AirLand battle doctrine. The purpose of this study was to analyze the proposed addition of heavy KC-135 tanker aircraft to the United States Air Force Aircraft Surge Launch and Recovery (ASLAR) instrument approach system. The Air Force Communications Command, which oversees ASLAR operations, will use these results to determine if KC-135 aircraft should be permitted to fly ASLAR approaches. The United States Air Force's Navstar Global Positioning System (GPS) provides high-accuracy space-based navigation and time distribution to suitably- equipped military and civilian users. The system consists of earth-orbiting satellites and a world-wide network of ground stations. A single operational control center, the GPS Master Control Station (MCS) monitors, maintains, and commands the GPS satellite constellation. The on-going deployment of the complete satellite constellation and recent changes in the operational crew structure may invalidate previously used planning and management paradigms.
