To increase understanding of both the adoption rate and in-state manufacturing of mass timber In Maine, the 131st Legislature and Governor Mills passed LD 881, a resolve directing a study of the barriers facing cross-laminated timber In Maine and provide recommendations to promote their use in construction. This study was developed in response to the resolve. The study engaged 108 unique participants to define available training, education, and experiences across the stakeholders throughout the building lifecycle process in the state.

From this information, the following five recommendations are proposed:

While commonplace in our grocery stores, GMO-foods have persevered through years of controversy. As the availability of bioengineered(BE) commodities grows and biotechnical industries make strides, studies have shown that the average consumers’ knowledge concerning biotechnology has not. In addition to widely held misconceptions and the general lack of knowledge regarding bioengineered commodities reported by young adults, especially students, the recent United States Department of Agriculture mandate for BE product labeling prompts further research into the consumer perspective on bioengineered products. Breast cancer is one of the most frequent cancers among women worldwide and holds the second place in cancer-related death. Mammography is the most commonly used screening technique, however, the dense nature of some breasts makes the analysis of mammograms challenging for radiologists. The 2D Wavelet Transform Modulus Maxima (WTMM) is one mathematical approach that is used to for the analysis of mammograms. In 2014, a team from the CompuMAINE Lab characterized differences between benign microcalcification clusters (MC) from malignant MC by calculating their fractal dimension, D, with the aid of the 2D WTMM method. The North East Cyberinfrastructure Consortium has finished its third year of Track-2 funding. In this report we summarize our overall progress and progress for Year 3.

In 2006, we began to organize as the five North Eastern EPSCoR states (ME, NH, VT, Rl, DE) around cyberinfrastructure. The box below describes the state of cyberinfrastructure in 2008 by which time we had developed the North East Cyberinfrastructure Consortium to position ourselves for grant opportunities that would help us to address our cyber deficits.

Ocean Renewable Power Company, LLC (ORPC) deployed a TidGen® Power System in outer Cobscook Bay, Maine, as the first stage of the Cobscook Bay Tidal Energy Project (CBTEP) (Figure 1). This installation requires monitoring to assess potential effects of the TidGen® Power System on the marine environment. ORPC’s marine life monitoring plan has two parts: 1) Fisheries Monitoring and 2) Marine Life Interaction Monitoring.

Lignocellulosic biomass is emerging as a sustainable resource for the production of alternative liquid fuels. As the need to lessen dependence on petroleum sources grows, lignocellulosic feedstocks are being investigated as a renewable, abundant source of energy. Chemical pulping processes include a high-lignin by-product, black liquor, which is already used for fuel in industry. Black liquor is burned to generate steam and electricity and to recover pulping chemicals. Currently, the thermochemical conversion of black liquor to liquid fuel is being researched at The University of Maine. Biomass And Biofuels In Maine: Estimating Supplies For Expanding The Forest Products Industry, Jonathan Rubin, Kate Dickerson, Jacob Kavkewitz

Energy & the Environment

This paper estimates the renewable energy potential of Maine’s forest resources, and how much energy these resources could potentially provide the state. Using the most recent state-specific data available, and a methodology similar to the Billion Tons Report, we find that ethanol production from Maine’s forest residues could potentially provide 18% of Maine’s transportation (gasoline) fuels with a fermentation wood to ethanol process. Making Fischer-Tropsch diesel (F-T diesel) using forest residues can replace 39% of Maine’s petro-diesel consumption. Actual levels of biofuels that can be produced will depend on conversion factors and forestry residue removals that are subject to uncertainty.

The satisfactory performance of wood-framed housing in a seismic or wind event requires a sufficiently strong, ductile, and energy-absorbing lateral force-resisting system. This project will focus on the development of optimized synthetic fiber-reinforced OSB panels to improve the disaster resistance of conventional wood-frame construction. The project research will employ response simulation, small-scale connection and durability testing, and full-scale shear wall testing. Various fiber-reinforced polymer (FRP) systems will be investigated for reinforcing the OSB panels. Shear tests of individual nailed connections between FRP-reinforced and plain OSB panels and lumber framing will be conducted to determine monotonic and cyclic fastener load-slip relationships. …

The proposed Dickey-Lincoln School Lakes Project in northern Maine is a multipurpose installation on the St.John River. The combination hydroelectric power and flood control project is located in Aroostook County, Maine, near the Canadian border. The two proposed earth fill dams located at Dickey are 10,200 feet in length with a maximum height of 335 feet. They would impound 7.7 million acre feet of water at a maximum pool elevation 910 feet mean sea level. Construction of the proposed Dickey-Lincoln School Lakes Project in Aroostook County, Maine will result in the isolation of an area of land due to the impoundment behind Dickey Dam. This land area is located between the United States - Canadian border, the Little Black River, the impoundment (elevation = 913 feet), the Big Black River, and the Shields Branch of the Big Black River, and comprises 183,768 acres of land. A previous report (ERT, 1977) determined the forest types within two miles of the impoundment but did not extend to the Canadian border. This report addresses the forest types

The U.S. Departments of the Interior and Energy have conducted system planning, location, and environmental studies for the trans-mission facilities required for the Dickey-Lincoln School Hydroelectric Project. These studies of many alternate routes have resulted in iden-tification of a proposed transmission line route, and an environmental impact statement, as required by the National Environmental Policy Act of 1969. This report, documenting an early phase of the overall studies, was first published by the Department of the Interior in February 1977. It is being republished as Appendix A to the DOE Environmental Impact Statement for the project.

The report assessing cultural resources for the Dickey/Lincoln School Transmission Project consists of five narrative chapters, a topical bibliography, and five appendices. The scope of work, together with the USDI guidelines for cultural resource survey (included in Appendix E), comprise an attitude and approach toward prehistory which is in accord with the current state of the art, not simply in terms of cultural resource management but also in terms of contemporary standards generally recognized by practitioners of anthropological archaeology.
