The majority of state funding for capital improvements at Tennessee’s general aviation and commercial airports comes through grants awarded from the Tennessee Transportation Equity Trust Fund (TETF). Through a 4.5 percent sales and use tax on the consumption of aviation fuel, users help to fund the continued improvement and maintenance of aviation facilities around the state. Aircraft refueling operations associated with the FedEx “SuperHub” in Memphis were responsible for two-thirds of the TETF’s revenue for Fiscal Year 2014. Night construction is frequently used because it can better satisfy the primary traffic control objectives than daytime work. If night construction is used, the design of illumination plans should be analyzed and developed as part of the project development process.

Halation or irradiation makes guide sign fonts difficult to read. Missing the necessary guide sign information causes anxiety and confusion to drivers, and hence may lead to crashes. In order to avoid or mitigate the situation a newer font, Clearview, is used to provide better readability at long distances. Probe vehicle and floating traveler data can provide more detailed information about highway use across a roadway network than traditional transportation data sources. However, there are numerous concerns about accuracy, e.g., road user coverage, locational accuracy, and aggregation methods. To address these concerns, evaluations must be completed using a highly accurate data collection method to capture ideal ground truth. While Full Depth Reclamation (FDR) has many potential cost and environmental benefits, especially over the lifetime of the pavement, it is necessary to be able to ensure that the recycled pavement will perform adequately. One way in which this can be accomplished is understanding how to best complete the structural design of FDR pavements. The primary goal of this research is to show how a fully developed driveway database will improve access management practices resulting in a reduction in crashes, injuries, and fatalities on our roadways. The results of this thesis highlight a close relationship between driveway characteristics and the incidence of crashes. The current practice for modeling in the field of transportation planning is through a four-step travel demand forecasting procedure (i.e., trip generation, trip distribution, mode choice, and traffic assignment); the practice is commonly referred to as the four-step model. Although such a modeling approach has become standard practice, it is deficient in several areas. The popular Frank-Wolfe (FW) algorithm for solving the network equilibrium problems plays an important role in transportation simulation. To lessen congestion at intersections, traffic identification systems are placed at roadway intersections in order to collect vehicle data. These traffic identification systems include various types of detectors that can identify the presence of vehicles in real-time. However, these detectors can only detect their presence and not their turning movements. To fix this issue, The University of Akron has developed a program that can automatically identify vehicle turning movements and is called the Automatic Turning Movement Identification System, or ATMIS.
