The goal of this study is to investigate the predictive ability of less data intensive but widely accepted methods to estimate mobility and reliability measures. Mobility is a relatively mature concept in the traffic engineering field. Therefore, many mobility measure estimation methods are already available and widely accepted among practitioners and researchers. However, each method has their inherent weakness, particularly when they are applied and compared with real-world data. Arterials are typically characterized by closely-spaced signalized intersections, high driveway density, and high traffic volumes. These characteristics contribute to congestion, as well as crashes. Access management strategies can address both operational and safety issues on urban arterials. This research focuses on the operational impacts of access management with two objectives: (1) quantify the impacts of ‘traditional’ access management strategies and (2) quantify the impacts of demand-responsive access control. To satisfy Objective 1, four traditional access management strategies were tested – (i) access spacing, (ii) corner clearance, (iii) access restriction, and (iv) raised median implementation. Improvements in the quality of service on a signalized intersection or arterial can be interpreted as a reduction in the user cost of service, which is expected to induce demand based on economic theory. This report presents a methodology for measuring and interpreting changes to user costs, and determining whether demand was induced. High-resolution signal event data and Bluetooth device MAC address matching are demonstrated in three case studies with the purpose of quantifying the impacts of changes in signal timing plans. The United States is the world's largest oil consumer demanding about twenty five percent of the total world oil production. Whenever there are difficulties to supply the increasing quantities of oil demanded by the market, the price of oil escalates leading to what is known as oil price spikes or oil price shocks. The last oil price shock which was the longest sustained oil price run up in history, began its course in year 2004, and ended in 2008.
