The City of Mercedes in partnership with the Lower Rio Grande Valley (LRGV) and The University of Texas Rio Grande Valley (UTRGV) proposed to develop a demonstration green infrastructure (GI) master plan to mitigate localized flooding in a high priority region within the city limits of the City. Local governments in the LRGV control localized flooding and stormwater runoff by adopting strict drainage design policies. Flooding are likely to increase worldwide due to climate change. Large storms, referred here as superstorms, defined as events with return period equal or larger than 100 years, can lead to an increase of property damages and loss of life. The ability to predict and plan for the impacts of superstorms on transportation infrastructure is key to mitigate future damages and losses. Floods remain to be one of the natural catastrophic disasters with serious adverse social and economic implications on individuals and communities all around the world. Hampton Roads is a populated area in the United States Mid-Atlantic region that is highly affected by sea level rise (SLR). The transportation infrastructure in the region is increasingly disrupted by storm surge and even minor flooding events. The purpose of this study is to improve our understanding of SLR impacts on storm surge flooding in the region. We develop a hydrodynamic model to study the vulnerability of several critical flood-prone neighborhoods to storm surge flooding under several SLR projections. In 2006, the Office of Public Works (OPW) began the National Catchment-based Flood Risk Assessment and Management (CFRAM) Programme through a series of pilot studies. A Multi-Criteria Analysis (MCA) Framework was developed through the CFRAM pilot studies that integrated a range of objectives related to human health and society, the environment and cultural heritage and the economy into the core process of selecting suitable flood risk management measures for a given area or location, and then for prioritising national investments for different schemes and projects. A new national flood policy adopted in Ireland in 2004 set out that a range of flood-related impacts should be taken into account in planning flood risk management strategies and projects, including impacts on people, properties, the environment and cultural heritage. This was reinforced by the 2007 EU 'Floods' Directive that is aimed at the reduction of adverse consequences of flooding for human health, the environment, cultural heritage and economic activity.
