The current profession of civil engineering often focuses education and training on code compliance rather than constructability and construction techniques. Also, it is well accepted that it takes a decade or more for engineers to develop a high-level project construction understanding and many state departments of transportation rely on in-field training for entry-level inspectors, with little or no education provisions for contractors. Sustainability focuses on the interaction between a given project and the social, environmental, and the economic dimensions of the system enclosing it. The majority of the studies conducted focused mostly on the environmental aspects of sustainability rather than the economic ones, while very few studies discussed the social dimension. Competitive bidding typically challenges contractors to stay in business by reducing contingency and limiting profit margin, which imposes more prudent resource utilization and allocation decisions during both planning and construction phases of projects. The purpose of this research program was to determine the strength, strain, fatigue, temperature, and other corresponding behavioral characteristics of concrete sandwich wall panels containing the new Delta TieRTM fiber reinforced polymer (FRP) tie connector produced by Dayton/Richmond, a brand of Dayton Superior. The scope of this program included a matrix of three full-scale 40'-0'' wall panels subjected to a 100°F temperature differential, and a matrix of six elemental specimens, three with the ties oriented in the strong direction (parallel tie orientation) and three with the ties oriented in the weak direction (perpendicular tie orientation), subjected to cyclic load tests …

In any iterative process, without a system of measurement, controlled improvement cannot be recorded. This is especially true in the construction industry, where error occurs, often with fatal repercussions. As part of a process to facilitate the establishment of this metric, an entirely new application was created.
