Unites States Air Force acquisition environmental planning has changed significantly since the passage of the National Environmental Policy Act in 1969. This research examined the role of environmental planning in weapon system acquisition. It focused on environmental planning performed for the C-17 Globemaster III prior to its beddown at Charleston Air Force Base. The case study of the C- 17 beddown included interviews, archival record reviews, and direct observations at the base. Evidence was collected to determine what environmental impacts occurred during the beddown. An environmental postaudit compared actual impacts with those predicted in environmental planning documentation. Impacts were analyzed …

The Air Force currently uses an expected value model in the Aircraft Availability Model (AAM) to calculate aircraft availability. However, even with the application of Lean Logistics, the failure-demand rate and the depot repair time are not fixed and the mean value is still used in the model. This research looks at the effect of the magnitude of the variance of the distributions of failure-demand rate and depot repair time. Also, this research evaluates the effect of variable mean failure-demand rates on the variability of aircraft availability. This thesis provides an in-depth discussion of the Government Performance and Results Act (GPRA) of 1993. The GPRA is a new law that mandates strategic management be conducted in all federal government agencies. Soon all federal government agencies will be directed to comply with the requirements of the law and implement strategic management within their organizations. This study examined potential alternatives and decision criteria for inclusion in a Cost and Operational Effectiveness Analysis to recommend an alternative for addressing existing DOD multi-role fighter capability to employ inertially guided smart bombs. A survey of literature and interviews with expens were used to collect required information. An Analytical Hierarchy Process (MIP) decision model was developed for two feasible alternatives and four relevant decision criteriL The two feasible alternatives included either developing the BRU-53 smart bomb rack, or modifying F-15E conformal fuel tanks with additional smart interface wiring. Lean Logistics is an innovative proposal designed to reduce the costs associated with reparable inventory management. The purpose of this thesis is to determine whether a wartime lean logistics pipeline can maintain acceptable aircraft availability rates in response to induced variations of order and ship time (OST) and flying hours for deployed forces. The Dyna-MEIRIC Version 6.4 simulation program was used to evaluate nine different factor-level combinations. The factors, OST and flying hours were varied at three different levels, low, medium, and high. Analysis of the results was accomplished using a two-factor ANOVA. Current Air Force demand forecasting systems, DO41 and REALM, assume reparable demand is solely flying hour driven. The purpose of this study is to evaluate the relationship between demands, flying hours, and number of sorties at the work unit code level and improve reparable demand forecasting. A three phase methodology is used to analyze the demand, flying hour, and sortie relationship. The first phase uses multiple regression to determine a relationship at various work unit code levels. One of the proposals of Lean Logistics is the relocation of many inventory assets to Intermediate Supply Points (ISPs). This research investigates the effect of consolidating Two Level Maintenance designated reparable asset inventories. This study investigated an analytical means of selecting the quickening time constant for the standardized Heads-Up Display flight path marker. The theoretically determined time constant allowed a faster, less resource intensive means of selecting the quickening time constant. The theoretically best time constant for pilot-aircraft handling qualities was equal to the airframe pitch attitude high frequency zero time constant, Tθ2. Flight test indicated an empirical, more labor intensive method yielded better handling qualities, even though paper analysis indicated the theoretical method was better. The theoretically determined time constant gave slightly lower handling qualities. but was less costly to …

The current tools used by squadron supervisors to monitor the bombing performance of aircrews flying F-111E aircraft are monthly reports that have little predictive capability. No real-time methodology exists for monitoring and predicting aircrew bombing performance and preventing bombing problems that might cause an individual to become unqualified. It has been suggested that Statistical process Control (SPC) can be applied to the bombing process to develop tools for managing the process, correcting problems, and improve the bombing performance of a squadron. The goal of this research is to develop a tool for the Global Patient Movement Requirements Center (GPMRC) to efficiently forecast Aeromedical Evacuation (AE) aircraft and schedule patients in the lift-bed process. During a contingency, GPMRC is responsible for requesting required airlift, and providing lift-bed candidates to the Theater Patient Movement Requirements Center. The objective is to evacuate all waiting patients while minimizing the number of C-141 aircraft which must be dedicated to the AE mission. In the solution process, a short-term forecast of patient movement requirements is input, including number of patients, bed and aircraft availability, and hub preferences. …

This study analyzes departure delays at a major airport using probability models to represent this non-homogeneous process. The models developed in this study expand on the Markovian models presently used by employing the method of stages to represent some of the model processes. This technique improves the user's ability to achieve a close fit for the service time probability distribution while maintaining the advantages of the Markovian model. The purpose of this thesis was to improve the process of modeling and analyzing ballistic vulnerability data. This was accomplished by addressing two of the more urgent needs of vulnerability analysts; the ability to display fault tree data and to edit target descriptions. A vulnerability data visualization program called VISAGE was modified to meet these needs. VISAGE was originally created to preview static shotline plots and subsequently grew into a full-featured visualization package for vulnerability target descriptions and analyses data.
