Managers of aerospace technology programs and projects are faced with the challenge of making technology portfolio decisions under conditions of limited data, rapidly changing macro level factors and organizational uncertainties. To help make these technology investment decisions, some aerospace managers and analysts have used techniques from the field of decision analysis. In addition, there have been a limited number of research studies of real decision problems.

Vehicle-guideway interaction studies of Magnetically Levitated (Maglev) vehicles indicate that structural flexibility can adversely affect the overall stability and performance of such systems. This is one of the reasons why guideways are generally made very rigid. This in turn leads to increased cost of the overall system since guideway construction forms a significant portion of the overall cost. In this dissertation, the influence of structural flexibility on the stability of Electromagnetic Suspension (EMS) Maglev systems is studied. Automated, parallelized, time-efficient surface definition and grid generation and flow simulation methods are developed for sharp and accurate sonic boom signal computation in three dimensions in the near and mid-field of an aircraft using Euler/Full-Potential unstructured/structured computational fluid dynamics. The full-potential mid-field sonic boom prediction code is an accurate and efficient solver featuring automated grid generation, grid adaptation and shock fitting, and parallel processing. This program quickly marches the solution using a single nonlinear equation for large distances that cannot be covered with Euler solvers due to large memory and long computational time requirements. A partially ionized gas is referred to as either a plasma or a discharge depending on the degree of ionization. The term discharge is usually applied to a weakly ionized gas, i.e. mostly neutrals, where as a plasma usually has a larger degree of ionization. To characterize a discharge the plasma parameters, such as the rotational temperature, vibrational temperature, and electron density, must be determined. Detailed characterization of supersonic flowing discharges is important to many applications in aerospace and aerodynamics. In this research, life extending control logic is proposed to reduce the cost of treating the aging problem of military aircraft structures and to avoid catastrophic failures and fatal accidents due to undetected cracks in the airframe components. The life extending control logic is based on load tailoring to facilitate a desired stress sequence that prolongs the structural life of the cracked airframe components by exploiting certain nonlinear crack retardation phenomena. The load is tailored to include infrequent injections of a single-cycle overload or a single-cycle overload and underload. A heavy truck wind tunnel test program is currently underway at the Langley Full Scale Tunnel (LFST). Seven passive drag reducing device configurations have been evaluated on a heavy truck model with the objective of understanding the practical limits to drag reduction achievable on a modern tractor trailer through add-on devices. The configurations tested include side skirts of varying length, a full gap seal, and tapered rear panels. All configurations were evaluated over a nominal 15 degree yaw sweep to establish wind averaged drag coefficients over a broad speed range using SAE J1252. The effect of Hoffmeister anions Cl(-), SO(4) (2-), and ClO(4) (-) on the structure and morphology of birnessite and cryptomelane-type manganese dioxide nanostructures, produced by the reduction reaction of KMnO(4) and MnSO(4) in aqueous acidic media, was studied. The syntheses were based on the decomposition of aqueous KMnO(4) in presence of HCl for birnessite-type and acidified MnSO4 for cryptomelane-type manganese dioxide under soft hydrothermal conditions. They were characterized using X-ray diffraction (XRD), transmission electron microscopy (TEM), and high-resolution transmission electron microscopy (HRTEM) techniques. The variational principle of Hamilton is applied to derive the volume viscosity coefficients of a reacting fluid with multiple dissipative processes. The procedure, as in the case of a single dissipative process, yields two dissipative terms in the Navier-Stokes equation: The first is the traditional volume viscosity term, proportional to the dilatational component of the velocity; the second term is proportional to the material time derivative of the pressure gradient. Each dissipative process is assumed to be independent of the others. A framework is developed for the computational fluid dynamics (CFD) analyses of a series of helicopter rotor flowfields in hover and in forward flight. The methodology is based on the unsteady solutions of the three-dimensional, compressible Navier-Stokes equations recast in a rotating frame of reference. The simulations are carried out by solving the developed mathematical model on hybrid meshes that aim to optimally exploit the benefits of both the structured and the unstructured grids around complex configurations.
