Meta-analytic studies are syntheses of literature in which researchers use statistical means to summarize the findings presented across primary studies. They are of great interest in the fields of medicine and social sciences with numerous examples published in peer-reviewed journals. However, it appears that career and technical education (CTE) researchers are either not performing these research syntheses, or are not publishing their findings. Operating a quality assurance system in tertiary education is the rule rather than the exception, because of the belief that it will improve quality. However, proving this is not easy. This study examines three ways of providing the evidence: the a priori method, the stepwise backtracking method, and the external evaluation method. The quality assurance system of the Vocational Training Council of Hong Kong is used as a case‐study, but the findings on the advantages and disadvantages of using these methods have relevance for testing the effectiveness of quality assurance systems for other education institutions.

This study seeks to establish that policy in vocational education has oscillated between two poles. At one, vocational education is seen largely as an adjunct to economic development and the primary concern of the sector is to meet the needs of industry rather than of students. At the other, vocational education is seen as primarily student centred, encompassing goals of individual self-development and the creation of a more equitable society. In practice both these perspectives are present at any time, and both may be almost equally emphasised in VET policy and rhetoric.

A community based service delivery plan was developed to meet the individual transition needs of 18-21 year old students with mild disabilities. The transition service was designed to ease the movement of students into post-secondary community life by providing prepatory experiences and community linkages. This paper presents a study of attitudes held by business and industrial employers in the Upper Yakima Valley. Two hundred and four employers provided occupational data and skill needs pertinent to occupations potentially filled by high school graduates. Evaluation of information has been summarized and placed into one of eight occupational groups.

Recommendations are directed to immediate and long-range vocational curriculum revisions of the Upper Yakima Valley Vocational Cooperative. A review of the literature adds validity to this study.
