A Colonial Past Revisited: An Authethnography Of Outsider And Insider Identities In Indigenous Education Communities, Tara L. Deyoung
A Colonial Past Revisited: An Authethnography Of Outsider And Insider Identities In Indigenous Education Communities, Tara L. Deyoung
Teacher Education, Educational Leadership & Policy ETDs
In the late 90s, at Rehoboth Christian school, a small private boarding school in northwest New Mexico, I had four different English teachers in my four years of high school. All but two of my teachers at that time would be considered outsiders to the community in which they taught. Teacher outsiders leave schools and districts at higher rates than insiders to a community; this is especially true for rural and remote areas (Hudson et al., 2020). The purpose of this autoethnographic study is to analyze my history as a cultural outsider and insider in relation to my core beliefs …

Write To Lead: A Document Analysis Of Leadership Communication, Rosenda B. Minella
Teacher Education, Educational Leadership & Policy ETDs
This qualitative study examined how executive leaders at an urban community college in the Southwestern United States used motivating language in written communication. Community colleges face increasing complexity, including enrollment declines, limited resources, and heightened expectations for student success. In this context, written leadership communication helps align organizational goals, build trust, and reinforce institutional values. Motivating Language Theory served as the primary coding framework, with findings interpreted through the lens of Authentic Leadership and informed by AACC Leadership Competencies. Using qualitative document analysis and an AI-assisted workflow to support coding consistency, the study analyzed publicly available executive communications produced over …

At The Intersection Of Policy, Mission, And Student Needs: How New Mexico Higher Education Professionals Make Transfer Decisions, Roberto P. Vasquez
Teacher Education, Educational Leadership & Policy ETDs
Transfer is a critical step for community college students pursuing a bachelor’s degree, yet it remains a complex and inconsistent process. Transfer research highlights tensions related to student experience, institutional mission, and state transfer policy that higher education decision-makers must navigate.
This qualitative study examined how New Mexico higher education decision-makers experience these tensions in practice. Using narrative inquiry, thematic analysis was conducted on interviews with purposively selected decision-makers. Decision-maker stories were interpreted through a Critical Leadership Theory lens, examining how power, discretion, and institutional context shape transfer practices.
Findings indicate that policy is unevenly enacted, with institutional discretion significantly …

What Keeps Teachers: A Systematic Review Of Induction And Early-Career Teacher Retention In Rural Schools, Bobbie Jean Mcdonough
Teacher Education, Educational Leadership & Policy ETDs
Teacher retention remains a persistent challenge in United States education, particularly in rural K–12 public schools. This systematic review synthesized empirical research on induction and early-career teacher retention in rural United States settings published between 2000 and 2025. Guided by a postpositivist framework and aligned with PRISMA 2020 standards, 56 studies met inclusion criteria following structured database searches and multi-stage screening. Findings across the included studies indicate that retention was most consistently associated with induction, mentoring, professional learning, responsive leadership, collegial relationships, and teachers’ integration into their school and community, with no single support appearing sufficient in isolation. Across research …
Want To Be A Higher Education President? A Comparative Case Study Of The Traits, Attributes, And Skills Of Four Current Higher Education Presidents, Brian C. Nees
Teacher Education, Educational Leadership & Policy ETDs
This qualitative study is a comparative case study of higher education presidents. It examines how current higher education presidents described the essential traits, attributes, and skills of the position and whether these presidents have always possessed them or acquired them over time and through experience. This topic is essential, as it appears that presidents are leaving their positions sooner, and this research provides incoming presidents with preparation advice and current presidents with advice to help them stay in their positions longer. The data were obtained through resumes, a trait questionnaire, and interviews with current higher education presidents. These three data …

Teacher Education, Educational Leadership & Policy ETDs
This study explores a population that has been understudied in teacher identity research: native English-speaking graduate teaching assistants (GTAs) of additional languages who assumed this role with no prior teaching experience. Influenced by my own experience as a GTA, the purpose of this study is to gain insight into how this population’s experiences shape their identities as teachers and later careers. This qualitative study uses narrative inquiry as a method by which to examine their experiences through the stories told by participants: six former GTAs of French and German.
Using data in the form of semi-structured interviews and some participants’ …

A Phenomenological Study Of The Lived Experiences Of Implementing An Education Model From School Leaders’ Perspectives, Jackie Marie Cusimano Phd
Teacher Education, Educational Leadership & Policy ETDs
A high school science teacher asked the question, “Why not make every class an elective?” He noticed that when his high school students were required to take a course, such as biology, the attendance and participation lacked when compared to his elective course of forensic biology. Both classes covered the same science standards. This question led him to applying for a public charter license and ultimately opening the first Choice Charter School in Albuquerque, New Mexico, in 2014. Choice Charter Schools follow the created Choice Charter Education Model, which is based on William Glasser’s Choice Theory (Glasser, 1998). Since the …

Quest For Purpose In Education: An Autoethnographic Study Of A Chinese Student’S Cross- Cultural Journey Through Logotherapy And Culturally Relevant Leadership, Bingsheng Chen
Teacher Education, Educational Leadership & Policy ETDs
This autoethnography examines a Chinese student's search for meaning while transitioning between Chinese and U.S. academic systems, shaped by the interplay of cultural values, societal pressures, and personal agency. Guided by Viktor Frankl’s logotherapy and Culturally Relevant Leadership (CRL), the study uses reflexive narrative analysis to explore how this personal quest for purpose intersected with institutional structures and cultural contexts (e.g., St. John's College, University of New Mexico). Illuminating profound challenges—including cultural shock, systemic inequities, and the emotional toll of adaptation—the research reveals a transformative journey of navigating dissonance, reframing adversity, embracing a dual cultural identity, and ultimately finding meaning …

Policy Analysis Of Assessments To Award Seals Of Biliteracy In Spanish In The United States, Lisa J. Harmon-Martínez
Policy Analysis Of Assessments To Award Seals Of Biliteracy In Spanish In The United States, Lisa J. Harmon-Martínez
Teacher Education, Educational Leadership & Policy ETDs
The Seal of Biliteracy (SoBL) honors high school graduates demonstrating proficiency in two or more languages, yet its policies often perpetuate inequities. Focusing on New Mexico and Spanish language assessments, I explored how the SoBL's recognition of bilingualism intersects with biases against Spanish speakers. While the SoBL aims to celebrate bilingualism, disparities arise from state-to-state variations in assessment requirements, particularly affecting Spanish-speaking students and those receiving English Language Development services. Many states rely on standardized exams that inadequately capture students’ linguistic abilities, exacerbating inequalities. Using an Open Systems policy framework and Translanguaging theory, which values students’ full linguistic repertoires, I …
Perceptions Of Bullying In A Public Charter School, Ana I. Perea
Perceptions Of Bullying In A Public Charter School, Ana I. Perea
Teacher Education, Educational Leadership & Policy ETDs
ABSTRACT
Bullying is perceived in different ways according to the experience or training of individuals. In my practice, adults often misidentify disputes or incidents as bullying due to a lack of evidence or varying perceptions. This problem must be a theme of reflection for all stakeholders in traditional or charter schools. My study aimed to understand how teachers and parents perceive bullying in terms of social implications, cultural factors, and professional training. In my research, I provided insight into how the stakeholders in a public charter school perceive this phenomenon. The participants highlighted their perceptions and topics of communication, exclusion, …

Teacher Education, Educational Leadership & Policy ETDs
This dissertation investigates teacher practices and beliefs related to project-based learning (PBL) and culturally and linguistically responsive teaching (CLRT), central to New Mexico’s educational reform efforts following Martinez & Yazzie v. New Mexico (2018). The study also explored teachers’ professional learning needs and their awareness of the state’s reform initiatives. I collected responses from 37 participants using an original questionnaire instrument. While the findings are not generalizable, they reveal that teachers practiced elements of PBL and CLRT with moderate frequency and generally believed in their efficacy for improving educational outcomes for diverse student groups. The results also highlighted varying levels …

Ready, Set, Woes: A Narrative Inquiry Into Special Education Teacher Attrition By Transfer To General Education, Brent G. Collom
Teacher Education, Educational Leadership & Policy ETDs
Despite the prevalence of unfilled special education teaching positions nationwide, it is fair to ask whether there is truly a shortage of special education teachers (SETs). While SETs leave education at high rates, they are almost twice as likely to transfer to general education positions. Many former SETs are employed in schools yet outside of special education.
This narrative inquiry examined the stories of 10 former SETs who transferred to general education. This study found that former SETs continue to identify as teaching special education. Former SETs want general education teachers (GETs) and administrators to have training in special education …

Teacher Education, Educational Leadership & Policy ETDs
In our current educational climate, teaching for social justice has become increasingly difficult. Teacher educators are faced with certification rules that prioritize test scores over teaching ability, scripted curriculums, and the limited understandings about differences related to culture, class, and race. This study examined how social justice teachings were sustained and enhanced through a Funds of Knowledge (FOK) learning approach. Case study was utilized and guided by the following research questions: (1) What are the FOK of teacher educators participating in the TEALi program? (2) In what ways are the FOK of teacher educators integrated or utilized in their university …

Teacher Education, Educational Leadership & Policy ETDs
In 2021, we faced the unexpected impacts of the 2020 COVID-19 pandemic, especially on the Navajo Nation. There were many things to realize, but one that hits hardest is the loss we suffered with many traditional practitioners passing from this illness. The purpose of this study was to examine linguistic and cultural contributions that Knowledge Keepers might consider making for the future of our Navajo Nation and Diné College. Drawing on my cultural teachings and knowledge, I conducted semi-structured interviews in Navajo and English with 10 participants, including leaders, alumni, staff, and traditional practitioners; I also utilized a circling back …

Compassionate Care In Elementary General Music Teaching And Learning As A Way To Respond To The World: A Narrative Inquiry, Julia K. Church Hoffman
Teacher Education, Educational Leadership & Policy ETDs
In this narrative inquiry, where stories were the data, three experienced music teachers from one public school district in the southwestern United States shared stories about their experiences as elementary general music teachers. The stories were told through the lens of compassionate care, a perspective that implies a shared experience between teacher and learners (Hendricks, 2018, 2023). The stories, and my interpretation of them, revealed an understanding of elementary general music, a multimodal, fun, school subject, as a vehicle for teaching children how to be kind and respectful humans. Threads that emerged from the stories linked connections between compassionate care, …

Women Doctoral Students In Computer Science: Nevertheless, They Persist, Shannon L. Mccoy-Hayes Edd
Teacher Education, Educational Leadership & Policy ETDs
Throughout millennia systemic restrictions have prevented women from full participation in science. Even now, with science ubiquitous to life as we know it, double standards impact women’s access and equal participation in STEM. Computer science (CS) is one STEM field where women remain significantly underrepresented in both academia and the workforce, yet despite decades worth of semi-annual reporting, there is still no consensus as to why. A survey was deployed to twenty-nine institutions inviting women doctoral students in CS to participate in personal interviews. Six women from different institutions at different stages of their programs responded. Qualitative interviews using phenomenological …
