This study is a program evaluation of the effectiveness of teacher evaluation practices in a small suburban elementary school district in Illinois from 2017-2019. The primary research question explored in this program evaluation is whether and to what extent the teacher evaluation process is changing teacher practices in Washington School District 25. Employing a qualitative research methodology, with data gathered from teacher interviews, school administrator interviews, and document analysis, this study identified several key components to the improvement of instructional practices for teachers. Our school system has not changed much in the last 100 years, yet our society and the job market are drastically different. In general, we are not preparing young people for life after high school in a meaningful way; the reality for minority and low-income students is even more depressing. We need to change how education works for students, we need to personalize for their individual needs, push them to collaborate, to innovate, and to own their own learning. Many school districts across the United States have adopted, or are considering adopting, full inclusion to meet academic and social-emotional needs of increasingly diverse student populations. Co-teaching has become a popular approach for districts committed to inclusion. This study is about a Midwestern school district which more than 10 years ago committed itself to inclusion and co-teaching.
