Teacher evaluation is a formal construct for improving instruction and student learning. Formal observations are a central component of that process. This change model explores the option of a videotaped observation model as an alternative to the current Illinois state-mandated in-person formal observation to increase teacher ownership, promote reflective practice and improve instructional practices. The evaluation process is a vehicle that promotes collaboration among building leaders and staff. This document explores how a change in the definition of the formal observation may improve the teacher evaluation system in the state of Illinois. Currently, the formal observation must be conducted in person as defined by administrative code. Using Wagner’s (2006) change leadership model to assess culture, context, condition and competencies of a small suburban school district to create a change plan for value-added teacher evaluation is the central idea to this study. The four arenas of change together allow for a systematic analysis of teaching and learning. This dissertation consists of a program evaluation, a change leadership plan, and a policy advocacy proposal.

The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. To compare the post-restructuring status of the school with the pre-restructuring status, student growth data for multiple grade levels and for each federal subgroup was collected. The focus of this study is on teacher evaluation systems. I examine the various teacher evaluation system currently implemented in Florida. These teacher evaluation frameworks approved by the Race to the Top initiative use protocols that do not provide opportunities for differentiating instructional practices specific to English Language Learners. The results from this analysis in combination with the wealth of research available on instructional practices for ELLs suggest a need for a change.
