We describe the rationale and process for the development of a new hybrid Earth and Space Science course for elementary education majors. A five-step course design model, applicable to both online and traditional courses, is presented. Assessment of the course outcomes after two semesters indicates that the intensive time invested in the development of the course results in a manageable workload during the semester for faculty with an already full teaching load. The emphasis of current policies has been on Internet connectivity, bridging the digital divide and raising awareness of ICT needs in the schools. As of January 2011, we are schedule to have dedicated Internet service of 1MB download and 256K upload per school. Every Albanian school with a headmaster will have this connectivity. Procedures and programs for Web-based homework administration were developed and tested. The special feature of the protocol is the option of a "second chance". When a student gives a wrong answer in the weekly homework assignment, a second version of the same question is posed to that student within 48 hours. Both the original and the second versions of the homework are Web-based and automatically graded. More than 90% of the students used the second chance at least once during the semester. More than 60% used this feature for every homework assignment. The second-chance option motivates students to study the …
