This report presents key insights from the Pillar 1 pilot project in Cambodia from evidence collected on classroom practice and materials used in Grade 2 Khmer language classes, and lexical computing analysis of the highest frequency words in Khmer suitable for children. The OECD recently released results from the 2022 administration of the Programme for International Student Assessment test. As other studies suggest, pandemic mitigation policies resulted in deep learning loss including in basic mathematics which forms the foundation of numeracy. Perhaps of greater concern, however, in many countries pandemic effects amplify declining performance that dates back a decade or more. Losses of two or more years' worth of mathematics education are not uncommon among developed countries. The editorial makes an urgent call for research that identifies practical steps to reverse these trends.

In the Association of Southeast Asian Nations (ASEAN) region, there is a learning crisis. Children from the most marginalised groups face insurmountable barriers to accessing a quality education, while many of those who are in school are not learning. Foundational learning is often described as the essential skills and knowledge that serve as the basis for further learning and development, and includes basic literacy (reading and writing) and numeracy (mathematics), and more recently, a focus on critical thinking, problem-solving, and socioemotional skills. In 2020, with the COVID-19 pandemic spreading across Indonesia and around the world, INOVASI (the Innovation for Indonesia’s School Children) and the Indonesian Ministry of Education, Culture, Research and Technology (MoECRT) initiated a study of foundational literacy and numeracy learning by Indonesian students and the impact of the pandemic on this learning. The Australian Council for Educational Research (ACER) provided technical support. The study developed descriptions of literacy and numeracy achievement levels, referencing both global proficiency frameworks and Indonesia’s curriculum and assessment standards. "Becoming a Learning Detective" is a 5-day online course that focuses on the design and use of formative assessment to improve literacy and numeracy outcomes in Kindergarten to Grade 3 (K–3) classrooms. The emphasis is on classroom-based assessment strategies that are embedded within daily teaching and learning experiences, involving an active partnership between teacher and students. The Southeast Asia Primary Learning Metrics Program (SEA-PLM) is a regional assessment of Grade 5 students in six Southeast Asian countries. SEA-PLM was initiated in 2012 by the Southeast Asian Ministers of Education Association (SEAMEO) and the United Nations Children’s Fund (UNICEF). The first main cycle of SEA-PLM was implemented in 2019, with future cycles intended. All member countries of SEAMEO can choose to participate in SEA-PLM. The first six participating countries were: Cambodia, Lao PDR, Malaysia, Myanmar, Philippines and Viet Nam. The Annual Status of Education Report (ASER) survey is a household-based survey of school-aged children in all rural districts in India. It is the only annual survey that yields data on children’s basic learning levels in this country. It evolved out of the work of a non-governmental organisation called Pratham. The ASER survey aims to obtain reliable, district-level estimates of the status of rural children’s school enrolment and skills in reading and arithmetic, and to measure the change in these estimates over time.

The Early Grade Mathematics Assessment (EGMA) is a one-on-one oral assessment designed to measure a student’s foundation skills in numeracy and mathematics in the early grades. The instrument was first developed by the Research Triangle Institute (RTI) International through funding provided by the United States Agency for International Development (USAID). This report presents the results of an assessment of mathematical and reading literacy of Class 3 students in 15 provinces in Afghanistan. The data were collected between late 2015 and mid-2016. The report also describes the growth in mathematical and reading literacy between Class 3 and Class 6. The Class 6 data were collected from the 2013 assessment in 13 provinces in Afghanistan.
