Many teachers in the United States, despite access to and demonstrated benefits of instructional technology, are reluctant to integrate these innovations into their teaching. Although public schools spend millions to supply the technology to improve instruction and student academic achievement, teachers often choose not to adopt it. This issue brief is the third and final in a series published by the Metropolitan Educational Research Consortium (MERC) addressing digital equity in K-12 schools. It examines research regarding students’ use of and outcomes related to technology. Research finds that inequities exist in use and outcomes for students based on gender, language, ability, race, SES and other sociocultural factors. Based on these inequities, theoretical and practical recommendations are discussed.

This work showcases specific adaptations used to make cybersecurity accessible to high school students with visual impairments and blindness (VIB). The rapidly growing field of cybersecurity demands a diverse workforce; however, barriers exist which can deter students with disabilities from studying cybersecurity, let alone pursuing a career in the field. To help overcome this challenge, we launched the first GenCyber camp specifically developed and instructed for high school students with VIB in summer 2019. This paper presents a case study drawn from design-based research (DBR) on a mobile, place-based augmented reality history game. Using DBR methods, the game was developed by the author as a history learning intervention for fifth to seventh graders. The game is built upon historical narratives of disenfranchised populations that are seldom taught, those typically relegated to the 'null curriculum'. These narratives include the stories of women immigrant labour leaders in the early twentieth century, more than a decade before suffrage. In an urban Georgia school district, teacher satisfaction surveys revealed that technology-based professional development was not equipping teachers with the skills or support needed to implement technology into their teaching practices. The purpose of this mixed-methods case study was to explore teachers' experiences and perceptions of technology-based professional development and its effect on self-efficacy. To satisfy demand for online learning opportunities at the high school level, 3 school districts in the northeast United States established a consortium to share resources to develop and deliver online courses. High school teachers who volunteered to develop courses for the consortium attempted the task without previous training in online course design and facilitation. It locates teachers as academic constructors of knowledge and uses the cases of reflective practice and inquiry in the development of self‐knowledge. I explore teachers knowledge in light of my own understanding from literature, research findings on beginning teachers, reflections on my personal experiences; my development as a teacher overseas and in my country Pakistan. In the study, the population of educators in 21st Century Classrooms across the State of Tennessee was surveyed to determine teachers' satisfaction with 21st Century program implementation and associated changes in instructional practices. During fall 1998, six hundred of the 4,800 21st century classroom teachers were surveyed using the Technology Use Questionnaire. Three hundred two completed surveys were returned. Frequency rates and percentages were calculated for each of the 33 questions and the 8 demographic items. Therefore, the present study investigated the relationship between the independent variables--gender, age, and prior experience, and the dependent variables--knowledge about, attitude toward, and use of computer technology among Northeast Tennessee teachers and principals.
