This literature review provides a thorough examination of the various multifaceted challenges encountered by Long-Term English Language Learners (LTELLs) in educational settings. It critically analyzes the effectiveness of current support systems and instructional strategies, synthesizes relevant recent research findings, and offers targeted recommendations aimed for educators and policymakers striving to improve educational outcomes for LTELLs. Differentiated Instruction For Multilingual Learners: A Thematic Analysis Of Research And Practice, Mohsine Bensaid, Jiayuan Jiang

Differentiated instruction (DI) is widely promoted as a means of supporting diverse learners, yet its enactment for multilingual learners (MLs) remains uneven and under-theorized in mainstream classrooms. This study examines how DI is conceptualized and implemented to support MLs by attending to learners’ linguistic, cultural, and academic profiles. Using reflexive thematic analysis, this qualitative synthesis examines 20 peer-reviewed empirical studies published between 2010 and 2024 in English-medium K–12 contexts in the United States, with particular attention to elementary settings when specified. This study explores the applicability of Singapore’s information literacy (IL) strategies within Central Floridian higher education environments. Singapore’s national IL framework, supported by its Ministry of Education, integrates information and communication technology (ICT), professional development, and lifelong learning initiatives through a standardized, systemwide approach. In contrast, IL instruction in the United States is largely decentralized, often limited to one-time sessions or elective courses. The United States spends approximately 2.7 billion dollars on classroom assessments and local exams for K-12 students (SIMBA, 2019).  However, despite this financial investment and the adoption of data-driven frameworks such as Multi-Tiered System of Support, the U.S. Department of Education found that only 55% of teachers used student data to make instructional decisions (U.S. Department of Education, 2007).  This study aims to explore the psychological and organizational factors that influence teachers’ data use when making instructional decisions.

This systematic review investigated best practices for enhancing academic achievement among English Learners with Disabilities (ELDs) in US schools. By examining 17 peer-reviewed articles and comparing them to the CEC 2014 Quality Indicators, the study identifies significant practices, including culturally responsive methods, technology integration, evidence-based strategies, addressing service delivery challenges, and improving assessment tools. With the increased number of English learners (ELs) participating in large-scale state testing, there has been an increased focus on fairness in testing for these students. Test accommodations have shown promise in eliminating barriers and improving accessibility, and computer-based testing (CBT) allows individual customization of tests with built-in accessibility features. Most research on testing accommodations focuses on paper-based tests, but CBT is the most predominant mode of delivering large-scale state assessments. This study draws upon data collected during two improvement-focused evaluations and is guided theoretically by the extant ML literature as well as Bronfenbrenner’s (2005) bioecological model of human development and Bandura’s (2018) concept of human agency in social cognitive theory. This qualitative phenomenological study sought to explore the experiences of emergent bilingual refugee-background [1] students in Florida and their self-perceptions as bilingual learners. Data were collected through in-depth, semi-structured interviews with seven participants learning English both in-person and virtually in high school or adult education programs during the pandemic. The researchers completed content analysis individually and, in subsequent collaboration, identified patterns, and themes. Findings indicated that students took pride in their bilingual skills, demonstrated metalinguistic awareness, and were resilient and proactive learners with strong determination to succeed in the new country. The purpose of this study was to evaluate the effectiveness of UDL-based enhancements of an online module on functional behavior assessment. The UDL framework is an instructional design framework designed to enhance access, engagement, and learning using three overarching principles: multiple means of engagement, multiple means of representation, and multiple means of action and expression. The researcher utilized a two-group randomized control trial (RCT) with pre- and posttest measures. This study explored the influence of a course in an endorsement program on 22 elementary school Taiwanese English teachers’ perceptions of and designs for differentiated reading instruction. Based on the data analysis of the questionnaire, peer- and self-evaluation, and final projects, this study has two major findings. First, participants gained competence in research-based instructional strategies and approaches for differentiated reading instruction through the endorsement program. Tiered assignments were the most popular activities designed by the participants for differentiated reading instruction. This qualitative phenomenological study explores mainstream classroom teachers’ language assessment literacy as it relates to English learners. In Southwest Florida, Fifty-five teachers were interviewed about their knowledge and use of English language proficiency assessments in mainstream classrooms. We conducted content analysis of the individual interviews and field note data. The findings indicated that teacher’s knowledge of language proficiency assessments includes: (a) awareness of language proficiency assessments, (b) one size fits all: misuse of content assessment, (c) language proficiencies confined solely to reading skills, and (d) preference for formative assessment.
