This field project shows that the immigrant community that works in the fields from the Central Coast of California need the motivation to attend adult school to learn English as their second language. A six-week courses is included.

Community College Alumni Engagement: Exploring The Relationship Of Social Media To Alumni Giving, Amy Hall

Community colleges have begun to rely more heavily on private funding sources like alumni donations to support their overall fiscal health. This correlational study tested the theory of planned behavior as it relates to level of engagement through social media for community college alumni and alumni giving behavior for Virginia’s community colleges. More specifically, it attempted to determine whether a relationship exists between alumni use of their alma mater’s Facebook page and engagement behaviors. Survey data were gathered from participating colleges and from a randomly drawn sample of alumni of Virginia’s 23 community colleges (N=4,100) using the Virginia Community College …

Evaluating The Impact Of State Funding Vehicles Of Appropriations And Financial Aid On Graduation Rates At Public Institutions: A Multilevel Analysis, Tara Abbott

Guided by a theoretical framework derived from principal-agent models, persistence theories or college impact models, and microeconomic theory, the present study utilized multilevel modeling techniques to assess the correlation between state higher education funding vehicles of appropriations, need-based financial aid, and merit-based financial aid and graduation rates after controlling for known covariates at the institution and state levels. The present study also evaluated the correlation between funding vehicles and minority student graduation rates as well as determined if funding vehicles impact institutions with greater percentages of minority students differently than those with a less diverse student population. University ranking has high public visibility, the ranking business has flourished, and institutions of higher education have not been able to ignore it. This study of university ranking presents general considerations of ranking and institutional responses to it, particularly considering reactions to ranking, ranking as a self-fulfilling prophecy, and ranking as a means of transforming qualities into quantities. The authors present a conceptual framework of university ranking based on three propositions and carry out a descriptive statistical analysis of U.S. and international ranking data to evaluate those propositions. This essay explores how higher education’s move away from the liberal arts tradition of learning by thinking and towards more vocational “experiential” approaches has implications for media literacy educators’ career options, scholarly identities, and teaching strategies. Specifically, I consider my own negotiation of increasing administrative and student demands for “hands-on” production courses by confessing both my advantages on the job market and my post-hire challenges in articulating a clear research agenda. The purpose of this research project is to critically map the University of Washington’s institutional practices concerning financial aid and related administrative policies and procedures related to the FAFSA application. This research was conducted by using institutional ethnography as a method to analyze the difficulty of carrying out organizational duties under complex federal, state and institutional policies. It also considers how the process of carrying out these duties creates tensions for staff, and how the unintended consequences of power relations are produced and reproduced between the process of staff carrying out their duties and students receiving aid. The climate in college admissions is more competitive than ever, making understanding the college choice factors that contribute to a student’s enrollment decision increasingly important. Using admitted student data from a liberal arts institution in the northeast for fall 2008 to fall 2011, and after controlling for student preparedness, government financial aid awards, student and family characteristics, and student level of interest, I examine the relationship between (1) institutional financial aid variables, (2) a dummy variable of being test optional in the admissions process or not, and (3) the interaction between the two.

Student loan debt has increased over the past three decades. This lecture will identify the factors that led to that increase in student loan debt what economic and social factors drove that increase. The talk will also consider the economic effects of increased or decreased earnings generated by individuals with student loan debt. This analysis will present data to assess the validity of several widely-held beliefs about the impact of student loan debt in the United States (e.g., increased student loan debt is depressing the housing market) and apply data-backed evidence to determine ways in which current and proposed policies …

Public education accountability rests almost exclusively with schools rather than governments. This paper explores its three dimensions: economy, efficiency, and effectiveness. Performance indicators of these dimensions were developed which facilitated testing of significant differences in means over time using analysis of variance. Only salary and wage expenditures per instruction personnel exhibited greater economy. Instructional equipment per pupil was related to increased efficiency. Several indicators suggested enhanced effectiveness. Student/teacher ratio declined and top performers in public schools improved in achievement. Graduation rate, an indicator of achievement and participation, significantly rose in recent years. In summary, several effectiveness indicators revealed encouraging trends …

Increasing College Opportunity: School Counselors And Fafsa Completion, Laura Owen, Erik Westlund

Closing postsecondary opportunity gaps has become a national, state and local educational priority. To help eliminate these gaps, the US Department of Education initiated a project that provided real time student level Free Application for Federal Student Aid (FAFSA) completion status to large urban school districts. Leveraging this information, school counselors identified and supported students and families as they navigated the financial aid process, resulting in statistically significant impacts on FAFSA completion and college attendance.

The United States has increasingly designed certain public spending programs not as traditional tax-financed programs, but rather as mixtures of private expenditures, subsidies, and limited taxes. Thus part of what could have gone to the government as a tax is instead used to purchase the good or service directly, with only incremental taxes and subsidies to manage distributional goals. This Article terms this “quasi-public spending,” and argues that it is descriptive of our evolving approaches to both health care and higher education. This article provides the first comprehensive analysis in the legal literature of the federal government’s new income-driven student loan repayment programs, known as Income-Based Repayment and Pay As You Earn. In a set of gradual and little-noticed statutory and regulatory moves, the federal government, through these programs, has dramatically reshaped higher education finance in ways that schools, students, and even the government itself are only beginning to understand.
