Reading programs are essential tools for leaders to use while building literacy. The transfer from instructional delivery to student knowledge should be easily recognizable in the end-of-year assessment data. As the principal analyzing the end-of-year data, I discovered a problem when I struggled to see this transfer in my data. The purpose of this program evaluation was to determine whether teachers perceived Reading Wonders to be an effective reading program for the school district as well as whether the assessment data aligned with teachers’ perceptions. The purpose of this study was to determine the predictive accuracy of community and family demographic variables, which are found through the use of the 2010 U.S. Census data, on the percentage of students at a district level who are Meeting or Exceeding Expectations on the 2016 New Jersey PARCC in Algebra 1 and Grade 10 English Language Arts/Literacy. The results of this study support the past research and existing literature that has found out-of-school community and family demographics affect and predict how students will perform on state standardized assessments. The Elementary and Secondary Education Act (ESEA) was first passed in 1965 and has since been reauthorized several times, including as No Child Left Behind in 2001 and the Every Student Succeeds Act of 2015. The ESEA seeks to address the needs of low-income students; however, decades of reform efforts and government reports documenting inequality have done little to close gaps in educational resources or outcomes for marginalized groups. The intension of this research project is to provide a critical analysis of the modern American school system, the policies that created and maintain it, the extensive effects of its practices, and the future of education under such a system. I will begin by tracing the evolution of the current order and discuss the impacts of government educational initiatives such as No Child Left Behind (George W.
