In 2012, Governor Kasich instituted a call-to-action, “Campus leaders throughout Ohio must work together to rethink how the state allocates its investment in our public higher educational facilities.” (Ohio Higher Education Capital Funding Commission, 2016). The intent of Governor Kasich was to drive more equitable outcomes and opportunities in higher education, including capital allocation (2016). However, despite the changes in processes over time, there continues to be disproportion in allocation of capital funding (Maiden & Stearns, 2007; Manns, 2004; Tandberg 2010).

Abstract

I initiated this study due to experience in the public education system in one state in the United States. I noted a lack of understanding among educators on how to meet the educational needs of children born with a congenital heart defect (CHD) who had undergone general anesthesia related to their CHD. A lack of communication between the medical sector and the educational world led to extensive delays in children receiving the educational support they needed to be successful academically. The focus in this qualitative phenomenological study was to examine the experiences of African American men who obtained a doctoral degree and the role of leadership in their success. In-depth semi-structured interviews were conducted with 10 African American men from across the United States. The research develops an understanding of patterns of leadership within institutions of higher education from an African American male perspective. Elements of the critical race theory served as the basis for the conceptual framework. In 2017, reporters of national data in regard to reading ability among American, fourth grade students indicated low proficiency and achievement gaps. These results were also consistent within the state and district under study. There is a need to increase the focus on prekindergarten and primary grade education taking place prior to the grades in which federally mandated, accountability assessments for student learning take place. The effective use of financial resources is critical for all educational institutions, especially those K-12 schools that rely on public funding for their main operating revenue. As public entities and state governments increasingly struggle to find the revenue necessary to operate prisons, fund Medicaid/Medicare, improve an aging infrastructure, support social welfare programs, and recover from the Great Recession, educational institutions are finding themselves directly competing with other public agencies for scarce resources. Teachers have an important impact on students in the short- and long-term, but only teachers’ experience consistently predicts high teacher quality. This dissertation, divided into three chapters, investigates two topics that are related to teachers’ experience levels: turnover and retirement.

The first chapter studies the relationship between voluntary beginning teacher turnover and teachers’ levels of conscientiousness. It uses the data from the Beginning Teacher Longitudinal Study and the effort that teachers put on a survey taken during their first year in the profession as a proxy for teachers’ levels of conscientiousness. This mixed-methods case study was used to examine a small school district in a rural setting that operates a child nutrition program without encroaching on the general fund, while still serving organic, made-from-scratch meals. Current research confirms that school districts are challenged to balance the requirements of the National School Lunch Program while maintaining quality. School lunch programs, particularly small rural ones, are operating at a deficit. Poverty in the United States affects children in public schools. In reviewing the poverty literature, the following themes emerged the struggle to define poverty in the United States, characteristics of families in poverty, the impact of poverty on school performance, and the lifelong effects of poverty on children.

A personal story of a public school administrator who grew up in poverty is part of the report. The impact of the experiences of poverty continue to affect the way the individual thinks about poverty and interacts with families who experience poverty.

Previous research has indicated the majority of athlete alumni do not give charitable donations to their alma mater or athletics department. With over 4 million former National Collegiate Athletic Association student-athletes, these athlete alumni should have an inherent affinity for their athletics department. The purpose of this research study was to examine the relationship between a student-athlete career preparation program (“Career Program”) and athlete alumni affinity for the athletics department.
